MINUTES OF THE PARISH COUNCIL MEETING OF FENTON & TORKSEY LOCK PARISH COUNCIL

Held on 17 January 2019, 7pm at The Games Room, The White Swan, Torksey Lock.

PRESENT: Cllr G. Newton (Chair), Cllr A Woods and Cllr G Woods.

One member of the public was present.

397 TO RECEIVE APOLOGIES AND REASON FOR ABSENCE

DCllr Stuart Kinch did not attend and no apologies were received.

398 TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA

None received

399 TO RESOLVE TO SUSPEND THE MEETING TO ALLOW NO MORE THAN 15 MINUTES OF PUBLIC FORUM

The member of public in attendance had specific interest in agenda item 13, it was therefore decided to consider agenda item 13 first.

400 TO RECEIVE ANY UPDATES REGARDING THE LINCOLNSHIRE COMMUNITY SPEED WATCH SCHEME.

An information pack has been received from LRSP (Lincolnshire Road Safety Partnership) that included equipment requirements and suppliers.

Lamp-post locations for passive signs have been prepared for submission to LRSP for LCC Highways approval.

6 no. free passive signs are awaited from LRSP.

Quotations for the equipment have been received. Schedule tabled for discussion.

Mr. Neil Ingamells has agreed to run the scheme on behalf of the parish supported by the parish council and is actively seeking a team of volunteers. Safety equipment for a team of 6 has been costed.

Mr Ingamells was invited to provide an update of the current status and he reported that he has a team of 6 persons, including himself, who were willing to undertake the speed checks. Training is carried out on-line followed by a test.

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED that the costs for the scheme equipment be approved. 

The cheques to be approved at this meeting and orders placed by the clerk.

The Click Counter will be purchased from Amazon by the Chairman, due to the small cost involved, and this will be reimbursed later on production of the supplier’s invoice.

It was noted that required insurance is in place.

It was noted that that the volunteers will complete online training prior to participating in SW activity.

401 PREVIOUS MEETING NOTES

It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was RESOLVED that the notes from the meeting held on 13 December 2018 be approved as a true record and signed as minutes.

402 TO CONSIDER THE FUTURE OF THE PARISH COUNCIL

This is still regarded as being precarious.

403 CHAIRMAN’S REPORT FOR INFORMATION ONLY

The poor condition of the footpath opposite Little London, made narrow by overgrown vegetation, formally reported to Highways on 10 November 2018 is still awaiting action. Council ref. 341251

404 CLERK’S REPORT FOR INFORMATION ONLY

a) Election papers for May 2nd elections have been received from WLDC.

b) Election timetable has been received from NALC.

c) The clerk will attend an Elections training workshop, WLDC, Monday 25 February, 6pm.

d) The clerk will attend an elections training workshop, LALC, Wednesday 13 March, North Kyme. 10:00 – 16:00. Cost £8.50 + mileage 30.6 @ .45p = £13.77. Total £22.27 / divided by 3PCs = £7.43.

405 COUNCILLORS’ REPORT FOR INFORMATION ONLY

Cllr A Woods reported that:

a) he had an observation to make regarding the Parish Council noticeboard which appears to be leaking. The Chairman was aware and the problem is included in the asset maintenance work to be discussed later in the meeting.  

b) He reported that there its a need for a dog waste bin for the green space in front of the White Swan in Torksey Lock clerk

406 TO RECEIVE REPORTS FROM OUTSIDE BODIES

Crime report received from Gainsborough Rural South for the period 1/12/18 to 30/12/18.

1 No. incident of crime reported in the parish.

407 CORRESPONDENCE

A list of correspondence received for the period from 14 December 2018 – 17 January 2019 was noted and is attached.

408 TO RECEIVE ANY UPDATES REGARDING THE TELEPHONE KIOSK AND DEFIBRILLATOR.

Contact with WLDC has been made regarding the installation of the defibrillator and their response is awaited.

409 TO CONSIDER ANY GENERAL MAINTENANCE WORKS REQUIRED FOR VILLAGE ASSETS

Quotations for maintenance work on the 2 bus shelters and 2 notice boards have been received as follows:-

James Pilfold Tree & Garden Care…£550.95

It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED that the asset maintenance contract be awarded to All Round Gardens.

410 FINANCIAL MATTERS 

i. To approve the Statement of accounts and bank reconciliations for November and December as at 1 January 2019

The RFO reported balances for November 2018, 

a) deposit account balance as £7,047.79

b) current account balance as £6,604.47

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for November and December.

ii. To approve accounts for 17 January 2019:

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to accept the following accounts for payment:

It was noted that a VAT reclaim was submitted to HMRC on 14 December 2018, for £450.45. This is due this month and has not been included in the latest Bank Statement.

iii. To consider any changes to the precept estimate prior to final submission.

The Chairman tabled the Parish Precept Calculator 2019/20, final version as received from WLDC. This shows that for a 0% tax increase the precept can be £6150.

The precept estimate submitted was £5710.

It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED that the final precept request is submitted to the value of £6150.

The additional money will fund the Community Speed Watch Scheme equipment costs.

The form for the final submission of the precept was completed for the clerk to transmit to WLDC by the deadline of 25 January 2019.

413 TO RECEIVE ANY UPDATES ON THE S106 AGREEMENT FOR THE PLAY AREA.

The Chairman reported the following correspondence:-

3/1/19 – Email from M Daurge of Sills & Betteridge advising that he is reviewing the PC’s comments regarding their Term of Business.

15/1/19 - Email from M Daurge of Sills & Betteridge advising previous T of B incorrect, change of scope and increase in costs.

16/1/18 - Email to M Daurge of Sills & Betteridge stating scope has not changed and requesting details and reasons for any increase in costs before proceeding further.

DATE OF NEXT MEETING DATE 

The next meeting of Fenton and Torksey Lock Parish Council will take place on Thursday 21 February 2019, 7pm at The Games Room, The White Swan, Torksey Lock.

There being no further business the Chairman closed the meeting at 8:10pm
