MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 16 May 2019, 7:00pm at The Games Room, The White Swan, Torksey Lock.
 
PRESENT: Cllr G. Newton (Chair), Cllr A Woods and Cllr G Woods.

TO RECEIVE NOMINATIONS FOR THE APPOINTMENT OF CHAIR
It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was RESOLVED that Cllr G. Newton be appointed Chair. Cllr G. Newton signed the Acceptance of Office and the Clerk counter-signed.

It was agreed that no vice-Chair be appointed at this time.

It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was RESOLVED that the notes from the meeting held on 18 April 2019 be approved as a true record and signed as minutes.

CLERK’S REPORT FOR INFORMATION ONLY
The clerk reported that Acceptance of WLDC Code of Conduct forms must be signed and submitted to WLDC. All present signed and a copy will be emailed to Cllr N Ingamells.

COUNCILLORS’ REPORT FOR INFORMATION ONLY
Cllr A Woods reported that the notice board had not yet been refurbished. The Chair advised that this was on the contractors works to be carried out in due course.

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime report received from Gainsborough Rural South for the period 1/4/19 to 28/4/19.
No incidents of crime were reported in the parish.

CORRESPONDENCE
A list of correspondence received for the period from 19 April – 16 May 2019 was noted and is attached.

GENERAL DATA PROTECTION REGULATION (GDPR).
It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED that the following GDPR documents be re-adopted at 16 May 2019.
Data Map, Data Protection Policy, Subject Access Request Procedure, Data Breach Policy and Records Retention Policy, Privacy Notice and General Privacy Notice.
The Chair signed the summary record to this effect and the updated copies of the re-adopted policies will be posted onto the PC website

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR AND THE LINCOLNSHIRE COMMUNITY SPEEDWATCH SCHEME.
As Cllr N Ingamells was not present there were no updates. Updates will be received at the next meeting.

TO DISCUSS REQUESTING THAT SPEED SURVEYS BE CARRIED OUT IN THE VILLAGES OF FENTON AND TORKSEY LOCK.
Email from LRSP of 6/5/19 advised the following:
Torksey Lock - survey carried out opposite Little London Park in October 2017 (requested by a resident). Average speed was 45.2mph and 85th percentile speed was 50.7mph. No further action was authorised as result was deemed acceptable for the existing 50mph speed limit.
It was agreed that the survey results would be requested from LRSP and for them to be asked what is meant by “substantial changes within the locality” as stated within the above email.
Fenton – survey carried out opposite no. 25 Lincoln Road in July 2013. LRSP will carry out a further survey on request.
It was agreed that a further speed survey would be requested in Fenton at the same location.

i. To approve the Statement of accounts and bank reconciliations for April as at 1 May 2019
The RFO reported balances for April 2019: 
a) deposit account balance as £7,065.03
b) current account balance as £7,675.14

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for March 2019.
 
ii. To approve accounts for 16 May 2019:
It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to accept the following accounts for payment:

215742 Holleran Accountancy, Inv 10/05/19. Internal Audit £50.00

iii. Audit 2018/19
a) The Annual Internal Auditors Report was noted and accepted.
b) The Governance Statement. Chair and Clerk formally approved and signed, noting the minute reference as 487,iii,b.
c) The Accounting Statement 2018/19. Signed and dated by the RFO prior to presenting for approval. The Chair formally approved and signed, noting the minute reference as 487, iii,c.
d) Exemption Certificate. The RFO and Chair formally signed and dated as at 16 May 2019.
e) It was noted that the Notice of Public Rights will be posted onto the website for at least 30 working days.
f) It was noted that the Contact sheet, Analysis of Variances, Bank Reconciliation have been prepared and relevant documents will be posted onto the website. List of items over £100 and the Asset Register at 31/03/19 will also be posted.

TO RECEIVE ANY UPDATES RELATING TO S106 LAND TRANSFER
Email requesting an update sent to PC’s solicitor on 16/5/19. Solicitor responded that an up to date title and draft transfer documents had just been received from the landowner’s solicitor and these would be reviewed prior to further discussion with the PC Chairman.
