MINUTES OF THE MEETING OF THE PARISH COUNCIL OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 19 September 2019, 7:00pm at The Games Room, The White Swan, Torksey Lock.
PRESENT: Cllr G. Newton (Chair), Cllr N Ingamells, Cllr A Woods and Cllr G Woods.

TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies had been received from Cllr N Jupp, reasons accepted.

TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
Cllr N Ingamells declared an interest it agenda item17.
The Chairman stated that item 17 is a progress update from the PC’s solicitor regarding the S106 land transfer and Cllr N Ingamells may remain at the meeting for this.

PREVIOUS MEETING NOTES
It was proposed by Cllr A Woods, seconded by Cllr N Ingamells and it was RESOLVED that the notes from the meeting held on 25 July 2019 and the Extra-Ordinary meeting held on 15 August 2019 be approved as a true record and signed as minutes.

CLERK’S REPORT FOR INFORMATION ONLY
The clerk reported that following Cllr A Woods and Cllr G Woods attendance of a LALC Cllrs Training course, on 18 September, LALC representative Amy Bestwick has emailed to enquire if
LALC provided everything Cllr G Woods needed to ensure she could fully participate and engage in the training, as no feedback form had been completed by the attendees. Ms Bestwick also asked if the training arrangements created to support Cllr G Woods could be used as an example of how LALC do this. Both Cllr A Woods and Cllr G Woods agreed that they would be happy for LALC to talk about how, as an association, LALC do all that they can to ensure that training events are fully inclusive and that LALC may use Cllr G Woods requirements as an example of how LALC do this.

COUNCILLORS’ REPORT FOR INFORMATION ONLY
Cllr A Woods reported that the previously reported issue of power cables close to trees has yet to be rectified. The Chairman advised that this has already been reported and is the responsibility of the power line operator Northern Power Grid.
Cllr A Woods reported that areas of footpaths are affected by overgrown vegetation and suggested that the PC or individuals might tackle the issue. The Chairman advised that this is the responsibility of Highways and that the PC and any individuals has no responsibility or Health and Safety cover in relation to this.
Cllr A Woods reported that there is an ongoing issue with motor-bikers riding through the village well above the speed limit.

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime reports received from Gainsborough Rural South for the periods 1/7/19 to 28/7/19 and 29/7/19 to 31/8/19.
There were no incidents of crime reported in the parish.

A list of correspondence received for the period from 26 July – 19 September 2019 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR
Cllr N Ingamells reported that checks of the defibrillator are taking place and that no issues have been observed and that the defibrillator has not been deployed to date. Training is underway.

TO RECEIVE ANY UPDATES REGARDING THE LINCOLNSHIRE COMMUNITY SPEEDWATCH SCHEME.
Cllr N Ingamells reported that 4 further volunteers will shortly undertake training.
There continues to be a co-ordinated approach with the neighbouring Parish of Torksey, to maximise impact of the scheme. Torksey Speedwatch team had captured a motor-bike speed of 67mph in a 30mph zone, which has been forwarded to the relevant authority.

TO RECEIVE ANY UPDATES ON THE RECENTLY COMPLETED SPEED SURVEY IN FENTON AND OTHER RELATED MATTERS.
The Clerk reported that letters had been issued, along with supporting documentation, to LCC, regarding the recently erected signs on the approaches to Little London Park entrance regarding Road Traffic.
And also a request for a speed survey in the area of Little London Park, thus following up comments made in the Clerk’s email to Mr J Wise dated 28 June 2019, regarding any further speedsurveys as per the recent Media Publicity.
No replies have been received at the time of the meeting, and the Clerk will pursue this.

TO CONSIDER A DRAFT TRAFFIC REGULATION ORDER FOR A REDUCTION IN THE 50MPH SPEED LIMIT IN TORKSEY LOCK.
As Cllr N Jupp was not present at the meeting It was agreed to carry this item over to the next meeting.

FINANCIAL MATTERS
i. To approve the Statement of accounts and bank reconciliations for August 2019 at 01 September 2019
The RFO reported balances for August 2019:
a) deposit account balance as £7065.03
b) current account balance as £5,935.65
Uncleared cheques:
215753 T J Bookkeeping. Payroll May, June, July. £15.00
(the RFO reported that this payment will show as cleared on the next bank statement)
It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for August 2019.
ii. To approve accounts for 19 September 2019:
It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED to accept the following accounts for payment:
001. R KEILLAR, Clerk Salary September £189.94
002. R KEILLAR, Clerk Expenses September / Clerk Travel September £33.30
HMRC, PAYE due for September £0.80
(this payment will be held back and paid with any other HMRC PAYE at end Q3).
iii. It was agreed that any invoice received regarding the Transfer of Deed for S106 land, Sills and Betteridge, for £600 + VAT and £350 + VAT, be paid between meetings and reported at the next meeting.
iv. It was proposed by Cllr G. Newton, seconded by Cllr N Ingamells and it was RESOLVED that £4,000, be paid from the old TSB account into the new Lloyds account.
Cheque 215755, £4000 signed and issued.

ANY URGENT ITEMS FOR DISCUSSION

TO RECEIVE ANY UPDATES RELATING TO S106 LAND TRANSFER
In emails between the PC’s solicitor and the Chairman of the PC dated 26 & 27 August 2019, it was agreed that the completion date for the transfer of the land to the Parish council as specified in the S106 Agreement would be on or around 12 September 2019.
The PC solicitor has now advised that completion will be delayed due to slow responses from the landowners solicitors, however it now seems that they are ready to complete.

TO CONSIDER ITEMS FOR INCLUSION ON THE WEB SITE
Saxilby Methodist Church Coffee Morning and TableTop sale, which runs monthly in the chapel. The next event is 28th September

DATE OF NEXT MEETING DATE
The next meeting of Fenton and Torksey Lock Parish Council will be held on Thursday 17 October 2019, at 7pm, at The Games Room, The White Swan, Torksey Lock.
There will be no meeting in August, unless there is a requirement for urgent PC business to be considered at that time.
There being no further business the Chairman closed the meeting at 7:35pm
