MINUTES OF THE MEETING OF THE PARISH COUNCIL OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 24 October 2019, 7:00pm at The Games Room, The White Swan, Torksey Lock.
 
PRESENT: Cllr G. Newton (Chair), Cllr A Woods and Cllr G Woods. Cllr N Jupp arrived at 7:03pm.

It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was RESOLVED that the notes from the meeting held on 19 September 2019 be approved as a true record and signed as minutes. (Cllr N Jupp arrived at this point).

CLERK’S REPORT FOR INFORMATION ONLY
The clerk reported that 
1. LALC are holding a Clerk’s Networking Day, Wednesday 27 November, Cranwell, which the clerk would like to attend. Cost is £15 + travel (20.8 miles). Shared with Nocton Parish Council = £9.35. It was agreed that the Clerk would attend.
2. WLDC has issued a request for circulation of an updated register of electors. It was agreed that an electronic copy be requested.

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime report received from Gainsborough Rural South for the period 01/09/19 to 29/09/19.
There were no incidents of crime reported in the parish.

A list of correspondence received for the period from 20 September – 24 October 2019 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR 
Cllr N Ingamells was not present, nothing to report.

TO RECEIVE ANY UPDATES REGARDING THE LINCOLNSHIRE COMMUNITY SPEEDWATCH SCHEME.
Cllr N Ingamells was not present, nothing to report.

TO RECEIVE ANY UPDATES ON THE RECENTLY COMPLETED SPEED SURVEY IN FENTON AND OTHER RELATED MATTERS.
No further replies had been received following letters which had been issued, along with supporting documentation, to LCC, regarding the recently erected signs on the approaches to Little London Park entrance regarding Road Traffic.
And also a request for a speed survey in the area of Little London Park, thus following up comments made in the Clerk’s email to Mr J Wise dated 28 June 2019, regarding any further speedsurveys as per the recent Media Publicity. 
It was agreed that the Clerk pursue this.

TO CONSIDER A DRAFT TRAFFIC REGULATION ORDER FOR A REDUCTION IN THE 50MPH SPEED LIMIT IN TORKSEY LOCK.
Cllr N Jupp had no further updates regarding this. It was agreed to carry this forward to the next meeting.

TO CONSIDER RENEWING THE PARISH COUNCIL INSURANCE WITH THE EXISTING SUPPLIER, FOLLOWING RECEIPT OF ADDITIONAL QUOTES. 
The policy is due for renewal on 21 November 2019. The Clerk reported that last years cover, with Zurich Municipal, was £246.59 with a quote for this year £246.58. Alternative quotes were £344.74 and £333.
It was proposed by Cllr Cllr G. Newton, seconded by Cllr N Jupp and it was unanimously RESOLVED that the insurance quotation received from Zurich Municipal be accepted and renewed accordingly.

FINANCIAL MATTERS 
i. To approve the Statement of accounts and bank reconciliations for September 2019 at 22 October 2019
 
The RFO reported balances for September 2019: 
a) TSB deposit account balance as £7065.03
b) TSB current account balance as £1,920.00
c) Lloyds current account balance as £3,776.76
 
Uncleared cheques: NIL
 
It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for 
September 2019.
 
ii. To approve accounts for 19 September 2019:
It was proposed by Cllr G. Newton, seconded by Cllr N Jupp and it was unanimously RESOLVED to accept the following accounts for payment:

iii. To receive any updates on the closure of the TSB bank accounts (current and savings) and the opening of a new Lloyds bank account.

iv. To consider a Draft precept schedule for 2020/21 to be finalised at the next PC meeting on 21/11/19 for submission to WLDC.
The Chairman tabled a draft precept estimate for 2020/21 together with supporting documents. After discussion it was agreed that council members will scrutinise and comment with the intention of this being finalised at the next PC meeting on 21/11/19 for submission to WLDC by 29 November 2019. 
There will be opportunity to further revise the estimate prior to its final submission to WLDC by 29 January 2020.

The Chairman advised that he had examined the application and could see no reason for the pairish council to object to the proposal. No further action was agreed.

ANY URGENT ITEMS FOR DISCUSSION

TO RECEIVE ANY UPDATES RELATING TO S106 LAND TRANSFER
In an email from the PC’s solicitor dated 23 September 2019, it was advised that the land transfer to the Parish Council had been completed and that the PC’s solicitor is holding the £6000 maintenance fund, received from the original landowner, pending agreement from WLDC that the funds can be paid to the Parish Council. Completion document and invoice for this stage of the work is awaited from the PC’s solicitor.
The PC’s solicitor has been asked to proceed with the completion of the Deed of Variation with WLDC.
In an email dated 24 October 2019 the Completion Statement for the Land Transfer was received. The total cost was advised as £763.60. The amount above the previously approved cost of £720 incl. VAT consists of Land Registry Completion searches + VAT and Land Registry Registration Fee.
The Clerk will prepare and submit an invoice to WLDC for the approved cost for reimbursement as previously agreed by WLDC.

The next meeting of Fenton and Torksey Lock Parish Council will be held on Thursday 21 November 2019, at 7pm, at The Games Room, The White Swan, Torksey Lock.
