MINUTES OF THE MEETING OF THE PARISH COUNCIL OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 25 July 2019, 7:00pm at The Games Room, The White Swan, Torksey Lock.
 
PRESENT: Cllr G. Newton (Chair), Cllr N Ingamells, Cllr N Jupp (see minute 493), Cllr A Woods and Cllr G Woods.

TO RECEIVE ANY APPLICATIONS FOR CO-OPTION 
Mr. Neil Jupp has applied to join the parish council.
It was proposed by Cllr N Ingamells seconded by Cllr G. Newton and it was unanimously resolved that Mr. Neil Jupp be co-opted onto the parish council.
Mr. Jupp completed the Declaration of Acceptance of Office and was handed a copy of the Declaration of Interests form to be completed and returned to the Clerk within 28 days.
Mr Jupp joined the meeting as Cllr N Jupp.

TO RECEIVE APOLOGIES AND REASON FOR ABSENCE

TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
Cllr N Ingamells declared an interest it agenda item17.
The Chairman stated that item 17 is a progress update from the PC’s solicitor regarding the S106 land transfer and Cllr N Ingamells may remain at the meeting for this.

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was RESOLVED that the notes from the meeting held on 16 May 2019 be approved as a true record and signed as minutes.

COUNCILLORS’ REPORT FOR INFORMATION ONLY
Cllr A Woods reported that there were problems with the footpath the section from the White Swan to the Fossdyke, at the south end. The Chairman advised that this is a LCC Highways issue and should be reported direct to them.
Power cables close to trees - this is the responsibility of 
Cllr A Woods reported that there are power cables close to trees in places. The Chairman advised that this is the responsibility of the power line operator Northern Power Grid.
and should be reported direct to them.

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime reports received from Gainsborough Rural South for the periods 29/4/19 to 31/5/19 and 1/6/19 to 30/6/19.
1 incident of crime was reported in the parish.

CORRESPONDENCE
A list of correspondence received for the period from 17 May – 25 July 2019 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR 
Cllr N Ingamells reported that checks of the defibrillator are taking place and that no issues have been observed and that the defibrillator has not been deployed to date. Training is to be confirmed.

TO RECEIVE ANY UPDATES REGARDING THE LINCOLNSHIRE COMMUNITY SPEEDWATCH SCHEME.
Cllr N Ingamells reported that 3 volunteers have now completed training including Cllr N Jupp. 
Areas for deployment are to be confirmed/approved. There may be a co-ordinated approach with the neighbouring Parish of Torksey, to maximise impact of the scheme.
It is expected that the scheme will be operational by August.

TO RECEIVE ANY UPDATES ON THE RECENTLY COMPLETED SPEED SURVEY IN FENTON AND OTHER RELATED MATTERS.
The Chairman gave the following report:
Email from Mr. J Wise of the LRSP reported on the results of the speed survey carried out in Fenton commencing on 31 May 2019 for a full 7 days. The report concludes that “The results of the survey together with an analysis of the collision data show that the criteria required for either fixed or mobile speed camera enforcement is not met.”
The report also stated that “A daily average of 4242 vehicles travelled through the survey area with a fairly even flow in each direction. Analysis of the speed data showed that the average speed of vehicles was 37.3 MPH with an 85th percentile speed of 42.3 MPH. The previous survey in July 2013 showed an average daily flow of 4091 vehicles at an average speed of 38.6 MPH with the 85thpercentile speed being 44.7MPH.”
This showed that although traffic volumes had increased between the 2 surveys, the average speeds and 85th percentile speeds had reduced.
The email also reported on a speed survey carried out in Torksey Lock in 2017 in which the results led to the conclusion that there was no justification for (speed) camera enforcement.
 
It was proposed by Cllr G Woods, seconded by Cllr N Ingamells and unanimously resolved that the PC prepare a Draft Traffic Regulation Order for a reduction in the 50mph speed limit in Torksey Lock, for consideration at the next PC meeting.
 
It was also suggested that the Clerk contact LCC Highways and request a speed survey in the area of Little London Park thus following up comments made in the Clerk’s email to Mr J Wise dated 28 June 2019. This was agreed.
 
The Chairman had prepared and circulated a report regarding the recently erected signs on the approaches to Little London Park entrance. The erected signs are for a Zebra Crossing. A Zebra Crossing is not and cannot be placed in this location. The signs are therefore incorrect. It was agreed that the Clerk would write to LCC Highways attaching the Chairman’s report and ask for their comments and proposals to rectify the error.
 
 
The meeting was adjourned at 7:54pm, Cllr N Jupp left the meeting. No business was discussed.
Cllr N Jupp returned and the meeting was reconvened at 7:57pm

FINANCIAL MATTERS 
i. To approve the Statement of accounts and bank reconciliations for May as at 2 June 2019
The RFO reported balances for May 2019: 
a) deposit account balance as £7065.03
b) current account balance as £7,178.23

It was proposed by Cllr N Ingamells, seconded by Cllr A Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for May 2019.
 
ii. To approve accounts for 25 July 2019:
It was proposed by Cllr N Ingamells, seconded by Cllr G Woods and it was unanimously RESOLVED to accept the following accounts for payment:

iii. To review the letter received from the current bankers, TSB, and consider options and actions to be taken.
The Council considered the content of the above letter.
It was proposed by Cllr G. Newton, seconded by Cllr N Jupp and it was unanimously RESOLVED to close the accounts at the TSB and open new accounts at Lloyds. 
Current signatories are the Chairman and the Clerk. Cllr Ingamells was asked if he would be an additional signatory and agreed.
The new Lloyds accounts would be operated online. The Clerk was requested to proceed with the transfer of the accounts as soon as possible.
[Note : Due to item iii it may be possible that the TSB will not honour these cheques unless the account status is changed in accordance with their letter. The Clerk will check this with TSB. If not, the cheques will not be issued but held for payment until after item iii is resolved.] 
 
iv. Audit 2018-2019
To note that the External Audit Exemption Certificate was submitted to PKF Littlejohn on 27/05/19 and submission was acknowledged on 11/06/19

TO RECEIVE ANY UPDATES RELATING TO S106 LAND TRANSFER
Email from Sills & Betteridge dated 25/7/19. The PC’s solicitor advised that the transfer document has been agreed between the PC’s solicitor and the seller and this will be sent to the PC during week commencing 29 July 2019.

DATE OF NEXT MEETING DATE 
The next meeting of Fenton and Torksey Lock Parish Council will be held on Thursday 19 September 2019, at 7pm, at The Games Room, The White Swan, Torksey Lock.  
There will be no meeting in August, unless there is a requirement for urgent PC business to be considered at that time.
