MINUTES OF THE PARISH COUNCIL MEETING OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 21 March 2019, 7:19pm at The Games Room, The White Swan, Torksey Lock.
 
 
PRESENT: Cllr G. Newton (Chair), Cllr N Ingamells, Cllr A Woods and Cllr G Woods.

TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies had been received from DCllr Stuart Kinch, reasons accepted.

TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
Cllr N Ingamells declared an interest in agenda item 17.

PREVIOUS MEETING NOTES
Correction to Notes – Minute 421. Line 4 – change Blind Dogs to Guide Dogs.
It was proposed by Cllr G. Newton, seconded by Cllr N Ingamells and it was RESOLVED that the notes from the meeting held on 21 February 2019 be approved as a true record and signed as minutes.

TO CONSIDER THE FUTURE OF THE PARISH COUNCIL
As stated previously the parish council is in recovery.
Cllr Stuart Kinch will attend the April PC meeting but will allow his membership to lapse by not completing the nomination process for the parish council elections due on 2 May 2019.

CHAIRMAN’S REPORT FOR INFORMATION ONLY
There have been no requests received regarding Traffic Regulation Orders following publication of LCC email dated 21/2/19.
 
Maintenance work on the notice boards is outstanding.

CLERK’S REPORT FOR INFORMATION ONLY
1. Further to Cllr N Ingamells co-option to the Parish Council his Register of Members Interest, Code of Conduct documents received by email 20/03/19 and forwarded to WLDC.
2. Election: Nomination Packs for Cllr G. Newton, Cllr N Ingamells Cllr A Woods, Cllr G Woods, completed and to be hand delivered to WLDK by 3 April.
3. The PC may consider joining the Training Scheme for 2019-2020. The cost is £75 plus £9 lunch for full day courses.
An individual session is £12.50 per half day, £28.50 per full day, incl lunch.
It was agreed that this item be considered under agenda item 16. (see minute 442 below)

ANY URGENT ITEMS FOR DISCUSSION (this agenda item was brought forward at the Chair’s discretion)
To consider if the PC should join the LALC Training Scheme for 2019-2020, bearing in mind that Cllrs A&G Woods and any further new Cllrs elected or co-opted, may require further professional training. It was agreed that the training schedule be re-circulated and a Braille copy be arranged for Cllr G Woods.
It was proposed by Cllr G. Newton, seconded by Cllr N Ingamells and it was RESOLVED that the PC should join the scheme, at a cost of £75.00

COUNCILLORS’ REPORT FOR INFORMATION ONLY

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime report received from Gainsborough Rural South for the period 1/2/19 to 28/2/19.
No incidents of crime were reported in the parish

A list of correspondence received for the period from 22 February – 21 March 2019 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR.
WLDC have been informed that the contact person for the defibrillator is changed to Cllr N Ingamells and they have advised the East Midlands Ambulance Service (EMAS) of his contact details.
 
Maintenance checks have commenced by Cllr N Ingamells. Cllr N Ingamells reported an issue with the light not flashing on the defibrillator as is stated on the checklist. This is being investigated. 
 
Training of volunteers to be organised. It was agreed that Cllr N Ingamells contact LIVES.

TO RECEIVE ANY UPDATES REGARDING THE LINCOLNSHIRE COMMUNITY SPEED WATCH SCHEME.
6 passive signs have been erected – 5 on Lincoln road (40 mph) and 1 on Kettlethorpe road (30 mph).
 
Cllr N Ingamells reported that the Volunteers will be undertaking online training and will be ready to commence patrols.

TO DISCUSS REQUESTING THAT SPEED SURVEYS BE CARRIED OUT IN THE VILLAGES OF FENTON AND TORKSEY LOCK.
 
The Chairman presented 2 papers for discussion:-
1. Concerning the growth of domestic properties within the parish from 2010 to date together with the future planned growth in the parish up to 2035.
The assessment highlights 31% actual growth from 2010 to date and a further planned growth of 41% from 2010 to 2035. Planned Actual & Planned growth from 2010 to 2035 is 85%.
Traffic Authorities are asked to keep their speed limits under review with changing circumstances over time (eg growth) in villages when setting or changing speed limits – ref Dept. for Transport Circular 01/2013 Setting Local Speed Limits
2. Concerning speed surveys carried out in Fenton.
       
It was proposed by Cllr G. Newton, seconded by Cllr G Woods and it was RESOLVED that the PC approach Highways and request a Speed Survey be undertaken to access current levels of traffic.

FINANCIAL MATTERS 
i. To approve the Statement of accounts and bank reconciliations for February as at 3 March 2019
 
The RFO reported balances for February 2019:

v. To note that External Audit information will be available w/c 25 March, from FKP Littlejohn. It is expected that the format will be as last year, with the PC submitting an exemption form. The date for submission is expected to be early June.
vi. It was noted that Autela has submitted HMRC slips for 2019-2020
vii. Payroll Process for 2019-2020. It was agreed to obtain a quote for payroll/pension administration from TJ Bookkeeping for consideration at the next meeting

TO RECEIVE ANY UPDATES RELATING TO S106 LAND TRANSFER AND TO CONSIDER THE FOLLOWING:
Email dated 19/3/19 received from Ms. Susan Thomas of Sills & Betteridge and circulated to members. This states that she has contacted the landowner’s solicitor regarding the land transfer and WLDC regarding the Deed of Variation.
