FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 18 April 2019, 7:00pm at The Games Room, The White Swan, Torksey Lock.

PREVIOUS MEETING NOTES
It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was RESOLVED that the notes from the meeting held on 21 March 2019 be approved as a true record and signed as minutes.

TO CONSIDER THE FUTURE OF THE PARISH COUNCIL
As stated previously the parish council is in recovery.

CLERK’S REPORT FOR INFORMATION ONLY
1. A request has been made to LCC Highways and Planning, for an up to date Speed Survey within the Villages. (as minuted at 448).
2. LALC SLA 2019-2020 received.
3. ICO registration certificate 13/04/2019 – 12/04/2020 received and posted onto the website.
4. LALC have issued a new email alert system for any updates. Circulated to all.
5. The current Cloud Storage (supplier Team Knowhow, UK based) is due for renewal on 25/05/2022. Notification that this is to rise to £100 pa has been received. Purchased on 25/05/2017 at £40 pa.

Cllrs A and G Woods requested that they be booked onto the New Cllr Training course, 18 September, at Welbourne.

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime report received from Gainsborough Rural South for the period 1/3/19 to 31/3/19.
No incidents of crime were reported in the parish.

CORRESPONDENCE
A list of correspondence received for the period from 22 March – 18 April 2019 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE DEFIBRILLATOR.
Cllr N Ingamells reported the issue with the light not flashing on the defibrillator as is stated on the checklist. This is still being investigated. Weekly checks on the defibrillator are being carried out.
Training of volunteers to be organised.

TO DISCUSS REQUESTING THAT SPEED SURVEYS BE CARRIED OUT IN THE VILLAGES OF FENTON AND TORKSEY LOCK.
The clerk reported that Application for a new Speed survey had been submitted to Highways, Transport and Environmental Services, on 13/04/19 and re-submitted to Lincs Laboratory Enquiry, on 15/04/19.
The Contact at Lincs Laboratory is away until 23 April and the Clerk will pursue the enquiry after this date.

i. To approve the Statement of accounts and bank reconciliations for March as at 4 April 2019
The RFO reported balances for March 2019:
a) deposit account balance as £7,047.79
interest accrued in 2018-19 £17.24
new balance for 2019-2020 £7065.03
b) current account balance as £8,369.97

It was proposed by Cllr G. Newton, seconded by Cllr N Ingamells and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for March 2019.
ii. To approve accounts for 18 April 2019:
It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to accept the following accounts for payment:
215736 – Autela Group, Invoice 14489, Q4 payroll costs £47.00 2018-19
(this cheque was signed and submitted between meetings)
215737 - R Marsh. Inv 31L Grass/Verge cutting March 2019 £135.00 2018-19

215738 – R Keillar. Clerk’s expenses for April 2019 £15.30 2019-20
215739 – R Keillar, Clerk’s Salary for April £207.94 2019-20
iii. It was noted that the Internal Audit will commence on Friday 19 April at 2pm with Mr Tom Holleran.
iv. It was noted that the External Audit information has been received. Fenton and Torksey Lock Parish Council is exempt for submitting a full audit, however an exemption certificate and supporting documentation must be submitted by 1st July.
Documents will be prepared for the May meeting. Documentation required:
Certificate of Exemption, Governance Statement, Accounting Statement, Contact Sheet, analysis of Variances, Bank Reconciliation. The Notice of Public Rights will be posted onto the website for at least 30 working days; the latest date for this is Monday 1st July.
v. It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was RESOLVED that the Payroll process be moved from Autela Group to TJBookkeeping for the May payroll.
Currently Autela costs are £39 per quarter = £156pa, plus a charge for any submissions to HMRC.
TJBookkeeping costs are £5 per month = £60pa.

The PC’s Solicitor advised in email dated 8 April 2019 that contact had been made with the landowner’s solicitor, but no response had been received.

DATE OF NEXT MEETING DATE
The next meeting of Fenton and Torksey Lock Parish Council will be The Annual Meeting of the Parish Council, to include the Ordinary Meeting, Thursday 16 May 2019, at 7pm, at The Games Room, The White Swan, Torksey Lock.
There being no further business the Chairman closed the meeting at 7:35 pm
