Councillors are summoned to attend an Ordinary Meeting of the Parish Council

175 Apologies for Absence.
None needed
176 Declarations of Interest.
None received.
177 The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
A member of the public pointed out that an Interest should have been declared for the vote approving clearance of the allotments site.
Cllr Canning-Jones Personal interest. Agreed.
From discussions which followed it was obvious that not all councillors were happy with the decision, taken at the October meeting, to go ahead with the allotment site clearance.
Councillors were informed, by the Clerk, that having made the decision they could not discuss the subject for the next six months as described in Standing Orders number 7. However, if three councillors were to sign a letter asking for the decision to be discussed earlier this would be granted under the present rules.
178 Approval of the Minutes of the last meeting, held on Monday 27th October 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Nemeth. Seconded Cllr C anning-Jones Carried unanimously.
179 Matters Arising from the Minutes of the last Meeting.
None received.
180 Amendments to the Agenda by Resolution.
Resolved That the Public Liability Insurance is nearing renewal. The previous years premium seemed very high at £735.00. The Clerk will look for a more affordable deal for the next meeting.
Proposed Cllr Canning Jones. Seconded Cllr Nemeth. Carried unanimously.
Christmas Lights for the tree were also discussed.
Resolved. That Cllr Davies should purchase 3 sets of string lights/nets. Maximum spend £100.00
Proposed Cllr Woods Seconded Cllr Davies. Carried unanimously.
181 Advertising meeting dates. Transparency Act.
As a reminder of the rules the Clerk explained that all Minutes and Agendas should be advertised via the Council website or notice board for a period of three clear days before the meeting takes place. If this does not happen the meeting cannot take place and would have to be rescheduled.
182 AGAR Assertion 10.
a Adoption of IT Policy.
Resolved. That the policy considered by Councillors should be adopted without amendment.
Proposed Cllr Woods Seconded Cllr Smith. Carried unanimously.
b New Gov.uk email addresses.
After some discussion it was decided to register with Parish Online after the previous host declined to renew because the present council did not own the Domain name.
183 Parish Allotments. For discussion.
Remove from the agenda. Disquiet about the original decision.
184 Installation of street lighting. Lincoln Road.
Remove from the agenda. Council would have to become its own lighting provider and bear al costs for installation and future maintenance. This was not considered a viable proposition as it would adversely affect the amount of council tax which residents would have to pay for the upkeep and running expenses of the lighting.
185 New Notice Boards. Collection and Installation.
Resolved. That the quotation received for the collection, storage and installation of the two notice boards be approved.
Proposed Cllr Nemeth. Seconded Cllr Davies. Carried unanimously.
186 For discussion. Concerns relating to tenants of the flats.
Remove from the agenda.
187 For discussion. The Parish Council Facebook page.
Ongoing. It was decided that too many members had been admitted. The administrators will remove those not qualifying.
188 Torksey Lock.
a. Condition of the footpaths.
Reinstate a footpath from Little London to the 30 mph roundels. Two members of the public will walk the verge to see if the creation of a footpath is feasible.
b. Passive Speed Signs.
The Clerk is waiting for an invoice from the Lincolnshire Road Safety Partnership. Once this has been paid the signs will be delivered and can be installed on lampposts between the 40 mph roundels and the A156 junction.
c. Developments at the White Swan Public House.
Contact Highways for cutting grass on A156. Add to amenity cut.
189 Finances.
a. Financial Statement October 2025.
Resolved. That the Financial Statement be approved as a true record.
Proposed Cllr Davies. Seconded Cllr Woods. Carried unanimously.
b. Invoices for payment.
Lincolnshire County Council Passive Speed Signs. £100.00
Kettlethorpe Parish Council. £75.00

c. Final demand for Precept.
The final demand will be signed at the December meeting. Monday 22nd December 2025.
