Resolved. That in the absence of the Chairman, the Clerk should act as Chairman for this meeting.

Cllr Davis. Having been informed of the reason for his absence, Council approved his apologies for absence.

None received.
65 The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
Concerns were expressed about the situation at the Flats. Frequent noise and bad behaviour are causing problems for residents.
Also the offensive attitude of some contributors to the Facebook page.
66 Approval of the Minutes of the last meeting, held on Tuesday 25th March 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.

69 Report: Purchase of a Computer and associated data security for the use of the Clerk. (RAP)
The computer has been purchased together with the necessary licences and is now in use. Data is being transferred from the old computer as and when needed.
70 Report. Grass cutting contractor for the 2025 season.
The first cut has been completed. There was some discussion concerning the addition of an area in front of the White Swan, Torksey Lock, which is Highways land but cut by the owners of the White Swan.
71 For discussion: Installation of Street lighting Lincoln Road.
Contact Highways / LRSP for the possibility of installing lighting on the new 30 mph section at the Northern end of the village. (RAP)
72 Pedestrian Crossing. Shadwell House Bus stops.
Contact Highways / LRSP for the possibility of installing a regulated crossing near the two bus stops. The A156 is a busy road and regularly crossed by school children. (RAP)
73 Malt Kiln Road. Refuse Bins left on the street.
Contact WLDC for information on replacing bins once they have been emptied. (RAP)
74 Notice boards. Pelican Trust information and Delivery address. (RAP)
The boards are on order and will be delivered to the Poppies Community Hub.
75 For discussion. Concerns relating to the tenants of the Flats. (RAP).
Letters of complaint from residents are being received by the PC.
The police have also been involved in incidents at the flats.

76 For discussion. Parish Council Facebook page. (DCJ) (LN).
The Parish Council Facebook page will be strictly monitored and all material which is considered to be unacceptable will be removed.
77 For discussion. Purchase of hours on LALC Website management. (RAP)
LALC has inadvertently credited Torksey Parish Council with the hours intended for this Parish Council. LALC will be contacted and the situation remedied. (RAP)
78 Torksey Lock.
i. Condition of the footpaths.
ii. Report: Speeding through Torksey Lock A1133. (RAP)

iii. Report: Tea Rooms Car Park entrance. Warning signs for motorists travelling South. (RAP).

It was agreed that the above Financial Statement represented a true record of this Councils Financial position,

Resolved. That the above expenditure at 80.b. be approved for payment.
