An Ordinary Meeting of the Parish Council
held on Monday 22nd December 2025

195 Declarations of Interest.
None received
196 The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
White Swan: A section of the public footpath, which runs along the eastern boundary of the White Swan regularly floods. Similarly, the entrance to the car park also floods on a regular basis.
The owner of the White Swan is to send pictures of recent flooding to the Clerk, who will contact Highways to see if the problem can be dealt with along with other works planned for this area.
ACIS Flats. A resident complained about the problems caused by drug use and the fact that some residents do suffer from mental health problems. It was explained that this was a civil matter which was the responsibility of the landlords, ACIS. It was also pointed out that the Police were aware of the problems and had made a number of visits. There was therefore very little that the Parish Council could do to improve matters.
197 Approval of the Minutes of the last meeting, held on Monday 24th November 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Nemeth. Seconded Cllr Woods. Carried unanimously.
198 Matters Arising from the Minutes of the last Meeting.
None received.
199 Amendments to the Agenda by Resolution.
a. Add Clerk’s expenses at 206.b.
The Chairman agreed the above.
200 AGAR Assertion 10.
a. New email addresses for distribution.
All Councillors present were given copies of the new email addresses, together with instructions on how to activate the new system. When they have set up their new address they will send the Clerk a test email.
201 Venue for future meetings.
The Clerk has contacted the Booking Clerk at Kettlethorpe Village Hall for the possibility of meeting there. However, after initial contact and a discussion concerning the possibility of meeting on a Tuesday, to date, nothing further has been heard. Consequently it was: -
Resolved. That in future this Council will meet at the White Swan public house.
Proposed Cllr Davies. Seconded Cllr Nemeth. Carried 2-1.
202 Parish Allotments.
A letter, signed by three Councillors, to the effect that they would like further discussion on the decision to go ahead and clear the ground ready for future use, is in process of being sent to the clerk, as per Standing Order 7.
203 New Notice Boards. Collection and Installation.
The new notice boards are now in situ and are being used.
204 For discussion. The Parish Council Facebook page.
The administrators are still removing people who are not living in the Parish.
205 Torksey Lock.
a. Condition of the footpaths.
It is intended that Council should try and reinstate a footpath on the western side of the A156. Two Councillors will walk the verge to determine if the verge will be wide enough to accommodate a footpath.
The Clerk will contact Krinkels to see if they would be willing to clear the vegetation from the verge opposite Little London as far as the SIDs.
b. Passive Speed Signs. Contact LRSP for delivery.
The invoice has now been paid. The signs should now be delivered to the Clerk’s address.
c. Developments at the White Swan Public House.
The Clerk will contact the County Councillor for details of further work which is planned for the area in front of the White Swan.
206 Finances.
a. Financial Statement November 2025.
Resolved. That the Financial Statement for November be approved as a true record.

b. Clerk’s expenses. November 2025. £20.00
Resolved. That the Clerk’s expenses be approved for payment.
Proposed Cllr Davies Seconded Cllr Nemeth. Carried unanimously.

Resolved. That the expenditure at 206.c. be approved for payment.
Proposed Cllr Davies. Seconded Cllr Nemeth. Carried unanimously.
d. Final demand for Precept. £10,180.00
Resolved. That the final demand for the Precept YE2027 be approved.
Proposed Cllr Davies. Seconded Cllr Woods. Carried unanimously.
The form was duly signed and will be sent to West Lindsey DC.

There being no further business, the meeting was closed at 2030 hrs. (8.30 pm).
