Councillors are summoned to attend the Annual Meeting of the Parish Council

84 Election of a Chairman.
Nomination Cllr Davies.
Cllr Davies has indicated that he is willing to stand.
Resolved. That Cllr Davies be elected Chairman for the 2025-2026 season
Proposed Cllr Canning-Jones. Seconded Cllr Nemeth. Carried unanimously
85 Signing of the Declaration of Acceptance of Office.
The Chairman, being absent, will sign the Declaration at a later date.

Cllr L Davies. Having been informed of the reason for his absence, Council approved his apologies for absence.

Resolved. That Cllr Woods be elected Vice Chairman for 2025-2026

89 Changes to Councillors Declaration of Interest Forms.

90 Approval of Standing Orders.

94 Declarations of Interest.
None received.
95 The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
Complaints concerning the behaviour of some of the residents of the ACIS Flats were again prominent.
Complaints concerning the number of Wheelie Bins left on the pavement were also made.
96 Approval of the Minutes of the last meeting, held on Tuesday 29th April 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.

97 Matters arising from the Minutes of the last Meeting.

98 Amendments to the Agenda by Resolution.

99 Report. Grass cutting contractor for the 2025 season.
Remove from Agenda.
100 For discussion: Installation of Street lighting Lincoln Road.
Highways have been contacted and a job reference number 4203791 has been issued. Hopefully, the Clerk will be contacted for a site visit before the next meeting. Monday 23rd June 2025.
101 Pedestrian Crossing. Shadwell House. Bus stops.
It has been noted that an Archer test has been set up in two places in the village. The Council will monitor the situation.
102 Malt Kiln Road. Refuse Bins left on the street.
A link to the complaints site will be sent to Cllr Canning-Jones.
The Enforcement Team (ASB) at West Lindsey District Council will also be contacted. (RAP)
103 Pelican Trust. Notice Boards.
Two Notice Boards have been ordered.
Fenton & Torksey Lock Parish Council will be engraved at the top of both boards.
104 For discussion. Concerns relating to the tenants of the Flats. (RAP).
ACIS will be contacted for a note of any action which they intent to take to remedy the situation. (RAP)

a. For discussion. Purchase of hours on LALC Website management. (RAP)
Ten hours have been purchased. However, initially the hours were credited to Torksey Parish Council. LALC has been contacted and the hours should now be ready for use by Fenton & Torksey Lock PC.
106 Torksey Lock.
i. Condition of the footpaths.
Cllr Nemeth to take photographs and research the existence of a footpath which runs from Torksey Lock to Fenton along the western verge of the A156. The footpath has become overgrown and needs reinstating.
ii. Report: Speeding through Torksey Lock A1133. (RAP)
Lincolnshire Road Safety Partnership will be contacted for the possibility of carrying out an Archer Test on the A1133 as it enters Torksey Lock from Laughterton. (RAP).
iii. For discussion: Grass Cutting: Care of trees: Possible Garden. Seating.
From A156 to the pathway in front of the White Swan public house. (DB)
iv. Council is intending to install boundary markers and seating on the land between the White San Public House and the A156. Highways have the initial work in their system

108 Finances.
a. Resolved. That the Financial Statement for May 2025 be approved as a true record.
