135. Apologies for Absence.
Cllr L. Davies. Having been informed of the reason for his absence, Council approved his apologies for absence.
136. Declarations of Interest.
None received.
137. The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
The installation of the bollards At the White Swan is not very good. All the posts are very loose and easily removed. Highways will be contacted as will fix my street.
138. Approval of the Minutes of the last meeting, held on Monday 23rd June 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Nemeth. Seconded Cllr Canning-Jones. Carried unanimously.
139. Matters arising from the Minutes of the last Meeting.

140. Amendments to the Agenda by Resolution.
None received.
141. Parish Allotments.
A short description of Council’s intentions regarding the re-opening of the allotments will be put onto the Parish Council’s Facebook page, asking residents to show their support for the project. Once Council has a better idea of how residents will receive the possibility of allotments. Ownership of the ground can be established and the project moved forward. (LN)
An initial quotation of £2750.00 for clearing the ground has been submitted.
Resolved. That Council approve the quotation of £2750.00 for clearing the area.

142. Cemetery charges.
a. Kettlethorpe PCC. Letter from the Treasurer.
From correspondence and copy invoices retained by the previous clerk it has been established that historically Fenton & Torksey Lock Parish Council has paid one third of the annual cost of grass cutting at the Church.
Resolved. That this parish council agree to pay one third of the annual grass cutting costs of Kettlethorpe Parochial Church Council. St Peter and St Pauls Church.
Proposed Cllr Canning -Jones. Seconded Cllr Woods. Carried unanimously.
b. Kettlethorpe PC.
Two options were offered by Kettlethorpe Parish Council.
i. Fenton & Torksey Lock Parish Council pay 50% of the cost of grass cutting for Kettlethorpe Cemetery.
Residents of Fenton pay the same fees as Kettlethorpe residents.
ii. Fenton and Torkey Lock Parish Council pay nothing towards the cost of grass cutting.
Fenton residents pay the basic fees plus 50%, as would any resident living outside the parish of Kettlethorpe.
Resolved. That Fenton and Torksey Lock Parish Council accept the terms of option 1.
Proposed Cllr Woods. Seconded Cllr Smith. Carried unanimously.
138. For discussion: Installation of Street lighting Lincoln Road.
Council decided that as a 30 mph speed limit was now in force, extra street lighting at the northern end of the village should be considered. Lincolnshire County Council has refused to offer assistance on grounds that they do not have the funds or the staffing. However, the Parish Council could become the lighting authority for the village. The Clerk will consult with West Lindsey District Council and Lincolnshire County Council Highways for details of how this might be accomplished.
139. Pedestrian Crossing. Shadwell House. Bus stops.
Apply through the County Councillor for some form of croosing at the site of the two bus stops in the village.
140. Malt Kiln Road. Refuse Bins left on the street.
Nothing further has been received from West Lindsey Enforcement. The Clerk will ask for a progress report.
141. Notice boards. Pelican Trust information and Delivery address.
The notice boards are ready for collection, which will be arranged as soon as possible.
142. For discussion. Concerns relating to the tenants of the Flats. (RAP).
Ongoing. The Parish Council will monitor the situation and report to ACIS should the situation worsen.
143. For discussion. Parish Council Facebook page. (DCJ) (LN).
Material will be uploaded as and when required.
Councillors will continue to monitor applications for membership.
144. Defibrillator provider and inspections. Report.
The defibrillator is part of the West Lindsey District Council project.
West Lindsey District Council are responsible for inspections and maintenance.
Council will receive a report and invoice for the service as and when required.
145. Torksey Lock.
i. Condition of the footpaths. Report.(AW)
The footpath running along the western side of the highway, in front of the White Swan public house is to be cleared by Highways.
ii. Speeding through Torksey Lock A1133. (RAP)
• LRSP. Purchase of speed reminder signs.
The Clerk will contact Lincolnshire Road Safety Partnership for the cost of providing passive speed reduction signs.
iii. For discussion: Grass Cutting: Care of trees: Possible Garden. Seating.
From A156 to pathway in front of the White Swan public house.
Council has decided that, due to the constant problems connected with the site, the business should be removed from the agenda until other, more important issues are resolved.
