MINUTES
Ordinary Meeting of the Parish Council
held on Monday 23rd June 2025

114. Apologies for Absence.
None received.
115. Declarations of Interest.
None received.
116. The Chairman will suspend the meeting for a period of 15 minutes to allow for a public forum.
No comments
117. Approval of the Minutes of the last meeting, held on Tuesday 27th May 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.

118. Matters arising from the Minutes of the last Meeting.
None received.
119. Amendments to the Agenda by Resolution.
None received.
120. Parish allotments. 
Situated just off the A1133, approximately 100 yds south f the Polish Club on the right hand side.
Council to contact Fenton Tree Surgery. (DCJ)
Two Councillors will find the site and try to get a site reference. (LN).(LD).
The Clerk will then search Land Registry for ownership.
121. For discussion: Installation of Street lighting Lincoln Road.
Lincolnshire County Council do not have the resources to install street lighting at the requested site. However, some help may be available at West Lindsey District Council. Alternatively, the Parish Council may apply to become a lighting authority.
Council will approach the Local Authority for details about providing funding and lighting along the A156  North of Fenton between 30 mph roundels and Malt kiln Lane. (RAP)
122. Pedestrian Crossing. Shadwell House. Bus stops.
An Archer test has been carried out.
Council will now place a request for a safe crossing installation.
123. Malt Kiln Road. Refuse Bins left on the street.
West Lindsey enforcement has been advised of the problem. They are to confirm the curtilages for the affected properties. 
Those properties leaving bins outside of their curtilage will be asked to move them back onto their properties once the collection has been completed. (RAP)
124. Notice boards. Pelican Trust information and Delivery address. 
The notice boards just need the addition of “Fenton & Torksey Lock Parish Council” added as a banner. 
Pelican Trust will be contacted for a progress report. (RAP)
125. For discussion. Concerns relating to the tenants of the Flats. (RAP).
There is little that the Parish Council can do at the moment except monitor the situation and report any complaints from residents to ACIS.
126. For discussion. Parish Council Facebook page. (DCJ) (LN).
A Councillor is to monitor the site for comments and reply on behalf of the Parish Council. (LN).
127. Defibrillator provider and inspections.
The defibrillator is suppled by LIVES and managed under a scheme run by West Lindsey District Council. It is checked regularly by WLDC and is live at the moment.
128. Torksey Lock.
i. Condition of the footpaths.
There has been a small improvement probably due to the actions of the grass cutting contractors. 
ii. Speeding through Torksey Lock A1133. (RAP)
LRSP. Purchase of speed reminder signs.
The Clerk will contact Lincolnshire Road Safety Partnership for the possibility of purchasing signs reminding motorists that the speed is 40 mph through Torksey Lock.
iii. For discussion: Grass Cutting: Care of trees: Possible Garden. Seating. 
From A156 to pathway in front of the White Swan public house.
Highways will be contacted for a possible way forward.
129. For discussion. LALC Training Programme. Good Councillor Guide.
A short discussion took place around the description of a Corporate Body.
130. Finances.
a. Financial statement May/June 2025.
Resolved. That the Financial Statement be approved as a true record.

b. Invoices for payment.

Resolved. That the expenditure at 130.b. be approved for payment.
Proposed Cllr Nemeth.    Seconded Cllr Smith.    Carried Unanimously.
131. Future Agenda Items.
A short discussion about the One Earth development took place. Councillors were concerned that supporting a request for funding would not sit well with their opposition to the development. A vote ensued.
The result of the vote was

1 abstention.
The motion was not carried.
132. Dates of Future Meetings.
i. Monday 28th July 2025.
ii. Monday 22nd September 2025.
iii. Monday 27th October 2025.
133. Closure of the meeting.
There being no further business the meeting was closed at 2040 (8,40 pm).
