MINUTES OF THE MEETING OF FENTON & TORKSEY LOCK PARISH COUNCIL
held on Wednesday 28 April 2021 at 6:30 pm via Zoom.
 
 
PRESENT: Cllr G. Newton (Chair), Cllr S Wride, DCllr J Ellis.
Also present for co-option: Ms M Mitchell, co-opted as Cllr M Mitchell, Mr A Woods, co-opted as Cllr A Woods.

743. Chairman’s opening remarks.
The Chairman welcomed all present to the meeting which is being hosted by the parish clerk on the Zoom platform.
This is the first meeting of the parish council since February 2020 after which the covid-19 restrictions on holding face-to-face meetings came into effect.
Recent resignations from the parish council reduced the councillor numbers to two. The parish council was therefore inquorate, requiring a minimum of 3 members to conduct business.
West Lindsey District Council was approached, and assistance requested. As a result, the District Council has authorised Cllr Jane Ellis to join the parish council such that the parish council is quorate and able to carry out business. This is a temporary arrangement subject to the parish council being able to co-opt qualifying parish residents onto the parish council. The Parish Council is grateful to WLDC and Cllr Jane Ellis for their assistance.
 
744. To receive apologies and reasons for absence.
No absentees.
 
745. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
No Declarations of Interest received.
 
746. To receive applications for Co-option to the vacant seats on the Parish Council.
Following a poster campaign in the parish, four local electors had expressed an interest in joining the parish council and two of these had completed application forms.
In order of receipt of their application forms, these are:
Mr. Andre Woods and Ms. Martika Mitchell who are both present at this Zoom meeting.
 
It was proposed by Cllr G. Newton, seconded by Cllr S Wride and it was RESOLVED that Mr. Woods be co-opted as a member of Fenton & Torksey Lock Parish Council. The Declaration of Acceptance of Office is to be signed by Mr Woods and the Chairman after the meeting and Mr Woods joined the meeting as Cllr Andre Woods. The Register of Members’ Interests form was not completed and must be completed and returned to the Clerk, for submission to WLDC within 28 days of today’s date in order for the post to be officially recognised.
 
It was proposed by Cllr G. Newton, seconded by Cllr S Wride and it was RESOLVED that Ms. Mitchell be co-opted as a member of Fenton & Torksey Lock Parish Council. 747. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
No members of the public were present.
 
748. Any urgent items for discussion
Matters can be raised and may become future agenda items.  Items will only be taken if notified to the Chairman 24 hours prior to the meeting.                                                                                                                 No urgent items for discussion had been received.
 
749. Date of next meeting
The Annual Parish Meeting will take place on Wednesday 5 May, at 7:00pm, via Zoom. This will be followed by The Annual Meeting of the Parish Council, via Zoom.
