Meeting of the Parish Council, which will be held on Thursday 21 November 2024 at Kettlethorpe Village Hall at 7pm.
The meeting is open to the public and during the meeting there will be a 15-minute public forum when members of the public may ask questions or make short statements to the Council in relation to the business on the agenda.
Members of the public are respectfully reminded that no interruptions to PC business can be made during the meeting, unless by specific approval by the Chair.
AGENDA
1. Election of Chair for the meeting up to and including agenda item 7.
2. To note that WLDC has appointed Ward members to enable a quorum for the meeting.
3. To receive apologies and reasons for absence.
4. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
5. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
6. Notes of the Parish Council meetings:
Notes of the Parish Council meeting held on 16 May 2024 to be approved and signed as minutes.
7. Co-option to Vacancies:
To receive applications for co-option to the vacant seats on the Parish Council and to receive Declarations of Acceptance. Other forms for completion to be circulated.
8. Election of Chair for the remainder of the civic year.
9. To consider Training arrangements for Cllrs.
LALC training schedule issued October to be circulated to co-opted members. Cllr training dates: 3 December, 28 January.

11. Financial Matters
a) To approve the Statement of accounts and bank reconciliations to date.
b) Budget review and Estimated Precept request. Due for submission to WLDC 22 November 2024. The final Precept request is due for approval, sign-off and submission by Friday 24 January 2025.
c) Bank Mandate: The current signatories are the Clerk and ex-Cllr G Newton, to enable payments to be made as per agreed budget and contractual commitments. New signatories to be appointed and the applications prepared.
d) Equals Card Account: new administrator to be appointed and application prepared.
12. Staff Vacancy
a) To note that the clerk has resigned and will be in post until 31 December 2024.
b) To consider actions required to advertise the role.
c) To agree a Cllr to cover as a Temporary Clerk until the vacancy is filled.
13. Date of next meetings.
To agree dates for 2025: Meetings – January 16, March 20, May 15 (AMPC), July 17, September 18, November 20.
The Annual Parish Meeting (APM) must be called by the Chair between 1st March and 1st June each year.
The Annual Parish Council Meeting (AMPC) must be held on any date in May each year, except in an election year when it must be held within 14 days of the new council taking office.
