MINUTES OF THE FENTON & TORKSEY LOCK PARISH COUNCIL MEETING, 
held on Thursday 1 September 2022, 7pm, at Kettlethorpe Village Hall.
 
 
PRESENT: Cllr G. Newton (Chair), Cllr A Woods (Vice-Chair), Cllr D Canning-Jones, Cllr I B Smith.
Also present: Ruth Keillar (Clerk), 
3 member of the public was present.
 
Chairman’s opening remarks.
The Chairman welcomed all present.
 
872. To receive apologies and reasons for absence.
    Apologies had been received from DCllr J Ellis, reasons accepted.
 
873. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
       No Declarations of Interest received.
    
874. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
    3 Members of the public present.
A member of the public asked the PC to comment on a planning application, which is within the parish of Kettlethorpe and Laughterton, regarding a proposed agricultural facility. The Chair advised that the Pc was not a consultee, so could not make a comment to WLDC as a council, however members could comment as private individuals, and the Chair confirmed that he had done so. The Chair suggested that the members of public with concerns, might attend the next meeting of Kettlethorpe and Laughterton PC.
Following this discussion 2 members of the public left the meeting (19:19).
 
875. Notes of the Parish Council meetings:
       Notes of the Parish Council meeting held on 21 July 2022 to be approved and signed as minutes. 
It was proposed by the Chairman, seconded by Cllr A Woods and unanimously RESOLVED to approve the notes of the Parish Council meeting held on 21 July 2022 and these were duly signed as minutes.
  
876. To receive reports from Police with crime information.
Crime report 01/07/22 to 29/07/22 - 0 incidents reported in the parish.
Crime report 30/07/22 to 26/08/22 - 1 incident reported in the parish.
 
877. Planning Matters.
Updated as of 29 August 2022
143697 – (Little London Park) - Current status: Public consutation period extended to 31 August 2022.
144148 – Fenton Fields) - Current status: Refused. Application is proceding to appeal.
144881 – Torksey Lock – Application for 9 bungalows (1/6/22). Granted 19/7/22 – Time limit and conditions.
 
878. To receive any updates regarding the Speedwatch scheme and to consider any action.
a) Fenton: Activities in Fenton remain suspended pending more volunteers coming forward to join that team.
 
b) Torksey Lock: The team has been established and attended training. A speed check location has been approved outside Little London Park. Speed checks have commenced, and results forwarded to CSW Admin. Many thanks to the team of volunteers and thanks to Cllr. I. B. Smith for getting it all organised.
 
c) Cllr I B Smith reported that he will ask the CSW organiser to approve an additional site, partly due to the uneven topography of the current approved site and concerns about the safe footing of the volunteers. He is expecting more volunteers to sign up and will make arrangements for the required training. It is still hoped that the Torksey Lock group will join forces with the Torksey group, and this is in work.
 
879. To receive any updates regarding the Notice Board at Torksey Lock.
The box has been manufactured and is awaiting installation and painting. It was agreed that members of the PC may have paint/varnish to donate to the project, to avoid additional expenditure.
It was agreed that Cllr D Canning-Jones follow up with the Fenton resident, to clarify the status of the works.
 
880. To receive any updates regarding the provision of a bench at Chestnut Corner in Fenton.
The Chairman reported that the bench was installed on 20 August 2022 at Chestnut Corner. This was completed by parish residents Ian Hazeldine and Steve Harker. The Parish Council is, once again, extremely grateful for their considerable efforts.
 
881. Parish Newsletter. To receive any feedback and to consider any action for the next issue.
Cllr I B Smith reported that the next issue is due for publication at the end of September. Cllr A Woods is drafting an article about the fishing lake. It was agreed that articles relating to adjoining Parishes could be considered if content was required. Cllr D Canning-Jones had provided some archive material which Cllr A Woods would scan for any relevant content inspiration. It was agreed that the comments for ideas recorded at the previous meeting (21/07/22) were still relevant. With reference to minute 886 (see below), it was agreed to include information about the Remembrance service. 
 
882. To consider Training arrangements for Cllrs. To receive any feedback on training attended.
It was noted that that no further training had been attended. Cllr D Canning-Jones is still hoping to attend Cllr Training, as and when a convenient date/time is available.
    Cllr A Woods requested to be informed when any Planning Training is available.
It was noted that that training requests should be made to the Clerk for booking.
The Clerk’s training is reported in the Clerk’s Report, item 883.
    
883. Clerks report
a) Fire at chestnut Corner, at the junction of Kettlethorpe Road and Lincoln Road in Fenton, Lincoln at 12:40 on 1 July 2022. A Fire Report is available to purchase at a cost of £60, it was considered unnecessary to proceed with the purchase.
b) The Clerk is attending the LALC AGM, 12/10/2022 at the Bentley Hotel, Lincoln. There is no cost to the PC. 
c) The Clerk wishes to attend the LALC website refresher 22/11/2022 under the ATS, via Zoom. This was approved.
d) Website analytics July: users 254, page views 736, unique page views 615.
       Website analytics August: users 260, page views 588, unique page views 568.
 
884. Financial Matters
a) To approve the Statement of accounts and bank reconciliations to date.
The RFO reported balances as at 31/08/2022:

It was proposed by Cllr G. Newton, seconded by Cllr D Canning-Jones and it was unanimously RESOLVED to approve the statement of accounts, bank reconciliation as at 31/08/2022.

885. Insurance. To note that insurance is due for renewal on 21 November 2022
The Clerk has requested quotations and is circulating these to councillors as they are received.
Quotations have been received except from the current insurer. See Financial Report above. 
It was suggested and agreed that the cheapest quotation is accepted. The clerk will report the details at the next meeting.
 
886. Remembrance Sunday 2022. This is on 13 November. Discuss any arrangements to be made.
The Clerk will procure the wreath as part of our regular annual donation to the Royal British Legion and this will be laid at the memorial at Chestnut Corner in Fenton at 11am on Sunday 13 November 2022. 
A 1 minute silence will be held.
Parishioners will be invited to attend by use of notice boards, website and parish newsletter.
 
887. Any urgent items for discussion
Matters can be raised and may become future agenda items.  Items will only be taken if notified to the Chairman 24 hours prior to the meeting.
a) Cllr A Woods requested that an item be added regarding Footpaths, a) maintenance and b) provision of a footpath where none currently exists. It was noted that that this had been on the agenda several times in the past, LCC Highways had been consulted and it was found that no funds for this were available. Cllr G. Newton reported that CCllr R Butroid had reported, last year, that the issue might be addressed at some time in the future, and it was agreed to request an update.
 
888. Date of next meeting and following meetings in 2022.
