MINUTES  OF THE FENTON & TORKSEY LOCK PARISH COUNCIL MEETING, 
held on Thursday 20 January 2022, 7pm, at Kettlethorpe Village Hall.
 
 
PRESENT: Cllr G. Newton (Chair), Cllr A Woods (Vice-Chair), DCllr J Ellis, Cllr I B Smith, Cllr S Wride, Cllr D Canning-Jones (see minute 798 below)
Also present: Ruth Keillar (Clerk), 
5 members of the public were present.
 
Chairman’s opening remarks.
 
The Chairman welcomed all present to the meeting noting that all attendees were observing the current guidance regarding covid secure meetings.
Cllr. Martika Mitchell resigned from the parish council and her resignation was accepted.
 
795. To receive apologies and reasons for absence.
There were no absences.
 
796. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
    No Declarations of Interest received.
    
797. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
A member of the public asked that the Parish Council support a group of residents in their objections to Planning application 144200 (details below at minute 801). It was agreed that the PC would support the residents, that Cllr S Wride would draft a comment for the Clerk to submit to WLDC, on behalf of the PC, prior to the deadline of 8 February 2022. It was agreed that the Clerk issue information regarding the material conditions and other relevant information, to the resident. 
 
798. To receive applications for Co-option to the vacant seats on the Parish Council.
An application to join the parish council has been received from Mrs. D. Canning-Jones, a resident of Fenton.
The application was reviewed and found to be satisfactory.
It was proposed by the Chairman, seconded by Cllr A Woods, and unanimously RESOLVED to co-opt Mrs. D. Canning-Jones to be a member of Fenton & Torksey Lock Parish Council as Cllr. D, Canning-Jones 
Cllr. Canning-Jones signed the Acceptance of Office Form.
The Clerk will issue a copy of the Declaration of Interests Form to be completed and returned to the Clerk within 28 days.
The Chairman and Clerk will forward to Cllr. Canning-Jones, details for accessing the PC Communal email system and PC Website respectively.
 
799. Notes of the Parish Council meetings:
a. Notes of the Parish Council meeting held on: 18 November 2021 to be approved and signed as minutes.
It was proposed by the Chairman, Cllr G. Newton, seconded by Cllr A Woods and it was RESOLVED to approve the notes of the Parish Council meeting held on 18 November 2021 and these will be signed at the next meeting as minutes.
 
b. Notes of the Parish Council Business conducted under Delegated Powers to carry out PC business by the Clerk, as adopted 5 May 2021, minute 757 b.
20/12/2021: The Queen's Green Canopy - Platinum Jubilee Celebrations, via DCllr J Ellis. An application was submitted following Cllr agreement by majority vote.

It was agreed that the PC would comment - See public questions at minute 797.
 
i. To consider email from Mr Baptist of 10/1/22.
 
Mr Baptist, of Baptist Building has contacted the PC by email to ask for consideration of the following: Re construction 3No houses on land adjacent to 32 Lincoln Road, Fenton. LN12EP - to name the site Fenton Grange with numbers 1, 2 & 3.
The parish council had no objections to this proposal. The Clerk will write to Mr Baptist.
 
802. To receive any updates regarding the Speedwatch scheme and to consider any action.
The Chairman reported that 9 volunteers have attended roadside training.
The first survey will now be arranged.
It was also noted that when the speed limit in Torksey Lock is reduced to 40mph (see minute 803) this will enable CSW, Community Speed Watch, to operate in this area. It is hoped that more volunteers will come forward from the Torksey Lock community to join the CSW team. The PC will pursue this approach. 
 
803. To receive any updates regarding a joint approach to speeding with Torksey PC and to consider any action. To consider suspending any further action, with a re-assessment once the 40 limit is in place and the CSW teams from both parishes have supplied surveys/data for analysis.
After discussion it was agreed that although a reduction in the speed limit in Torksey Lock does not remove or substantially reduce the identified hazards in the area, the joint approach to speeding with Torksey Parish is put on hold until the new speed limit is established and CSW teams carry out surveys in both Torksey Lock and Torksey. A re-assessment of the joint approach can then take place supported by available survey data.
 
 
804. Parish Newsletter. To receive an updated proposal and to agree any action.
 
Cllr I B Smith gave an update on the newsletter. A mock-up was circulated. It was noted that costs will be approximately 20p per copy, £208 per annum. The budgeted amount is £400, which provides a contingency.
It was proposed by Cllr G. Newton, seconded by Cllr I B Smith and it was RESOLVED that the PC proceed with the publication of the newsletter. The order and invoice to be processed via the Clerk.
 
The Chair raised the following points for discussion:
i. Inclusion of PC members’ photographs. It was agreed that the Clerk report any GDPR issues regarding this. It was noted that that if used, images must be at the personal preference of the individual. 
ii. Avoid using names of individuals. It was agreed that names of individuals should not be used. 
iii. Meet & greet time before PC meeting. It was agreed that this be included, should any residents wish to attend PC meetings
iv. Access to PC by non-users of internet/smart phone. It was agreed that the Clerk donate an old phone, purchase a new sim/number and that this would become the property of the PC.
v. Newsletter as a vehicle for interaction with local residents regarding major decisions. It was agreed that this should be a key element of the newsletter.
 
805. Notice Board at Torksey Lock. To receive any updates and quotes regarding the Notice board at Torksey Lock and to agree any action.
    Cllr I B Smith gave a verbal update and confirmed that he had received 3 quotes:
i. Replacement and re-installation £2,985 +VAT
ii. Repair using existing board £488.30 (+VAT status unconfirmed)
iii. Repair £1,000 (+VAT status unconfirmed)
It was proposed by Cllr G. Newton, seconded by DCllr J Ellis and it was RESOLVED that option ii be accepted, on the proviso that the contractor confirms the following:
a) The repairs must ensure that the board is watertight
b) The pin-area be cork and not fibreboard.
 Cllr I B Smith will contact the contractor and ensure that all correspondence is copied to the Clerk via the communal email account and that the order be placed on behalf of the PC by the Clerk. 
It was agreed that all quotes be forwarded to the Clerk for PC records.
   
806. I D for parish Councillors. To consider ID for Cllrs. (C/R attached) and information in the Notice boards.
The Clerk had circulated the following options and costs for consideration:
i. Printed card/laminated. No cost.
ii. Viking signs. Reverse Printed 3mm Acrylic Badge Backed, Vinyl With Magnet. Fenton and Torksey Lock Parish Council Name Badges. £5.50 each, with carriage £31.45+VAT (based on x5 badges).
iii. Pelican Trust. £7 each plus carriage, approx. £35 plus delivery.
iv. Lanyards, basic plus plastic wallet, approx. £6.18+VAT
v. Lanyards, bespoke, plus plastic wallet, approx. £31.20+VAT
It was agreed that option i. and v. be accepted and that the Clerk make the required purchase, to be reimbursed. It was agreed that Cllrs would submit appropriate photos to the clerk, for inclusion on the ID card.
 
807. To receive any updates regarding the defibrillator.
    The chairman reported 
    Defibrillator is in full operation
    Weekly checks are being carried out and recorded using the WLDC on-line system.
Defibrillator pads have been replaced. Expiry date is 14/08/2026.  
 
808. To consider Training arrangements for Cllrs.
It was noted that that Cllr A Woods is booked onto IT Word, 10/05/2022. Cllr A Woods had also registered an interest in attending IT Publisher, however he requested that this be cancelled.
New LALC courses are due for publication in due course, current courses as circulated last year are still available and the Clerk will re-circulate these.
 
809. To consider Quote for Grass Cutting from All Round Gardens.
The All Round Gardens (ARG) quotation for grass cutting in the parish, received in email dated 17/10/22, for the 2022/23 season was reviewed.
It was proposed by the Chairman, Cllr G. Newton, seconded by Cllr A Woods and unanimously RESOLVED to accept the above quotation. The Chairman will advise ARG.
 
 
810. Financial Matters / Clerk’s Report
Clerk’s Report. The Clerk reported the following for information only:
a) Low Carbon is bringing forward for a new solar and energy storage park – known as Gate Burton Energy Park - on land near Gate Burton, Lincolnshire. Invitation to meet/discuss. Posted onto the PC website.
b) Website analytics November: users 216, page views 890, unique page views 576.
Website analytics December: users 229, page views 580, unique page views 525.
c) The Clerk has signed the petition to request that the power to hold remote meetings is re-instated.
 
Financial Report
 
i. To approve the Statement of accounts and bank reconciliations for part November and December 2021 – 15 January 2022.

It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for November – 20/01/2022.
 
 
ii. To receive any updates regarding the Bank Mandate and any further actions.
Cllr I. B Smith has been added to the bank signatories. An additional application form to add Cllr I B Smith to online access has been signed for submission.
iii. To discuss, agree and complete the Precept for 2022/23 for submission to WLDC by 28 January 2022.
After discussion and there being no further changes to the precept estimate submitted in November 2021, It was proposed by Cllr G. Newton, seconded by Cllr A Woods and it was unanimously RESOLVED to proceed to submit the final precept request of £5,300 to WLDC on the above basis.
    The final precept request form was completed and signed off. 
    The Clerk will submit this to WLDC prior to 28 January 2022. 
 
811. Any urgent items for discussion
Matters can be raised and may become future agenda items. Items will only be taken if notified to the Chairman 24 hours prior to the meeting.
 
    No items were raised. 
 
812. To discuss the upcoming Jubilee celebrations.
The Parish Council has been awarded a tree from the Queen’s Green Canopy scheme as part of Her Majesty’s 75 year Diamond Jubilee celebrations. The award was made by District Councillor Jane Ellis on behalf of WLDC. The Chairman proposed a vote of thanks to D/Cllr Ellis and this was unanimously agreed.
The PC will arrange for a small tree planting ceremony and D/Cllr Ellis will plant the tree.
After discussion it was agreed that the tree will be planted at Chestnut Corner on Sunday 27 February at 2pm
The Clerk will produce a poster advertising the event for circulation on the website, notice boards and the PC Group Facebook page.
 
The Chair asked for any other suggestions for any other ideas and after discussion It was agreed that the PC form a joint ‘The Big Lunch’ event, planned for the residents at Little London Park on Sunday 5 July, if the residents group accepted this. It was agreed that further investigation of how the PC could contribute, financially or practically, was required. 
It was agreed that this would be investigated by Cllr I B Smith and Cllr S Wride and an update brought to the next meeting. 
 
813. Date of next meetings
Annual Parish Meeting – March 17. To be followed by the Regular Meeting. 
    Annual Meeting of the Parish Council – May 19, To include the Regular meeting.      
    Regular Meetings – July 21, Sept 15, and Nov 17.
