MINUTES OF THE FENTON & TORKSEY LOCK PARISH COUNCIL MEETING,
held on Thursday 21 July 2022, 7pm, at Kettlethorpe Village Hall.
PRESENT: Cllr G. Newton (Chair), Cllr A Woods (Vice-Chair), Cllr D Canning-Jones, DCllr J Ellis, Cllr I B Smith.
Also present: Ruth Keillar (Clerk),
1 member of the public was present.
Chairman’s opening remarks.
The Chairman welcomed all present.
855. To receive apologies and reasons for absence.
None received.
856. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
No Declarations of Interest received.
857. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
Member of the public present did not wish to speak.
858. Notes of the Parish Council meetings:
a. Notes of the Parish Council meeting held on 17 March 2022 to be approved and signed as minutes.
Approval previously deferred - Minute no 839a.
It was proposed by the Chairman, seconded by DCllr J Ellis and unanimously RESOLVED to approve the notes of the Parish Council meeting held on 17 March 2022 and these were duly signed as minutes.
b. Notes of the Annual Meeting of the Parish Council held on 19 May 2022 to be approved and signed as minutes.
It was proposed by the Chairman, seconded by Cllr D Canning-Jones and unanimously RESOLVED to approve the notes of the Annual Meeting of the Parish Council meeting held on 19 May 2022 and these were duly signed as minutes.
859. To receive reports from Police with crime information.
Crime report 30/04/22 to 27/05/22 - 0 incidents reported in the parish.
Crime report 28/05/22 to 30/06/22 - 1 incident reported in the parish.
860. Planning Matters.
Updated as of 17 July 2022
143697 – (Little London Park) - Current status: Public consutation period extended to 29 July 2022.
144148 – Fenton Fields) - Current status: Refused. Application is proceding to appeal.
144881 – Torksey Lock – Application for 9 bungalows (1/6/22). Public consultation period.
861. To consider Weedkiller and Strimming along the Grass Verge. To receive any quotes for works and proposed action.
Residents have complained about weeds growing along fence-line at rear of properties in Addison Place.
Weed killer is not recommended due to possibility of drift onto adjacent resident’s gardens. Careful strimming along the bottom of the fence can be carried out on a regular basis and this will keep down the growth. This would be at a cost of £15 per strimming.
It was proposed by the Chairman that the strimming be carried out at the advised cost and at the same frequency as that section of the verge is cut, 7 times per season, total additional cost in a full season = £105. The proposal was seconded by Cllr I B Smith and unanimously RESOLVED.
862. To receive any updates regarding the Speedwatch scheme and to consider any action.
a) Fenton: After discussion, It was agreed that Speedwatch activity in Fenton would be suspended. It is unreasonable that whilst some team members have demonstrated their willingness to participate and have done so regularly, others have shown no such enthusiasm. Efforts to recruit more team members for Fenton through the PC’s Newsletter have not been successful. It is hoped that the suspension is temporary however it will continue until such time as more recruits come forward.
b) Torksey Lock: a total of 5 residents from Little London Park have attended CSW training. None have so far come forward from outside the park. Any further expressions of interest can be made to the PC email and names will be forwarded to the CSW admin. The next step will be to agree speed check locations with CSW Admin.
It was suggested that the team from Torksey Lock may take on the monitoring within Fenton, at the previously specified locations and that a link-up with Torksey may be useful. It was agreed that Cllr I B Smith will co-ordinate this and report back at the next meeting.
863. To receive any updates regarding the proposed Speed Reduction at Torksey Lock.
The planned speed reduction in Torksey Lock and from Torksey to the Fossdyke bridge was implemented in week commencing 4 July 2022. All the requisite 40mph signs and repeaters are in place.
This item can now be removed from future agendas.
864. To receive any updates regarding the Notice Board at Torksey Lock.
All materials have been purchased and handed over to the Fenton resident who has agreed to manufacture a new box.
It was agreed that Cllr D Canning-Jones follow up with the Fenton resident, to clarify the status of the works.
865. To receive any updates regarding the provision of a bench at Chestnut Corner in Fenton.
The Chairman advised that the bench has been ordered and is on a 10 week delivery schedule.
The Clerk was asked to make enquiries and provide members with any further update.
Foundations for the bench were completed by parish residents Ian Hazeldine and Steve Harker. The Parish Council is extremely grateful for their considerable efforts.
866. Parish Newsletter. To receive any feedback and to consider any action for the next issue.
Issue number 3 was delivered to every residence in the parish during the third week in July.
No feedback has been received. Cllr I B Smith confirmed that the number if issues requested for issue 3 had been increased from 220 at £44.00 to 245, at £49.00.
Issue 4 will be prepared for issue during September.
It was agreed that content could be enhanced to attract readers, including for example, old photographs, local history, request for images to use as a banner on the PC website, ‘what would you like to see?’ item.
867. To consider Training arrangements for Cllrs. To receive any feedback on training attended.
Cllr I B Smith gave a brief verbal report following attendance of Council Procedures and Meetings, 15/06/22.
Cllr A Woods gave a brief verbal report following attendance of the Chairmans Workshop training, 24/05/2022.
It was agreed that New Councillor Training was available for Cllr D Canning-Jones, as listed in the LALC enews.
It was noted that that training requests should be made to the Clerk for booking.
The Clerk’s training is reported in the Clerk’s Report, item 868.
868. Clerks report
a) Invitation to Young People from the Police and Crime Commissioner – posted onto the PC website.
b) Activities for Children and Opportunities for Adults this summer - posted onto the PC website.
c) Fire at chestnut Corner, at the junction of Kettlethorpe Road and Lincoln Road in Fenton, Lincoln at 12:40 on 1 July 2022. Request for a copy of the Fire Report has been made, acknowledged and any updates to follow.
d) The Clerk is carrying out transfer of emails from the old fentorkpc account as a saved file on the PC laptop and will confirm when this is completed.
e) The LALC day 06/07/22 covered:
1. Digital cemetery mapping (not relevant for FTLPC)
2. NHS/ICB presentation by Chief Exec John Turner. Included stats and updates on Lincs NHS and proposal to get PCs involved in the wellbeing and health of communities.
3. BHIB – insurers presentation re Resilience and Risk Management. Informative checklist provided for reference.
4. Code of Conduct – presentation by NKDC DMO, WLDC MO, SHDC DMO, ELDC MO. PCs are strongly advised to adopt the new code and the importance of compliance was emphasised. (Further in depth training is provided FOC, from NKDC, which the Clerk is attending 19/07/22),
Suggestions to help inform Cllrs discussed and Cllr training flagged as very important.
5. Civility and Respect – not attended however supporting powerpoint info received.
6. LALC ‘shining star awards’ for Cllrs, PCs and Clerks who were nominated.
f) LALC website is being updated and the new version requires training to be undertaken by users. The Clerk is attending a training session, via Zoom, FOC, Wed, 27/07/22, 1-3pm.
g) The Clerk is attending the LALC AGM, 12/10/2022, via another PC.
h) Website analytics May: users 257, page views 674, unique page views 579.

869. Financial Matters

It was proposed by Cllr G. Newton, seconded by DCllr J Ellis and it was unanimously RESOLVED to approve the statement of accounts, bank reconciliation and additional accounts for payment for 19 May – 19 July 2022.
870. Any urgent items for discussion
Matters can be raised and may become future agenda items. Items will only be taken if notified to the Chairman 24 hours prior to the meeting.
a) Cllr I B Smith highlighted an invitation received from WLDC to attend a ‘Celebration of Life’memorial service for those Cllrs who had died during the pandemic, Sunday 31 July at St Thomas’ Church Market Rasen at 3pm. Confirmation is required by 25/07/2022. DCllr J Ellis advised that she may be able to attend and will represent the PC at the event; clerk to be advised.
871. Date of next meeting and following meetings in 2022.
Due to the Clerks upcoming absence, the Chairman suggested that the scheduled 15 Sept meeting is brought forward to 1 September. This was provisionally agreed, pending the availability of a quorum.
Regular Meetings – Sept 1 (tbc), and Nov 17.
As there was no further business, the Chair declared the meeting closed at 20:17
