CONTINGENCY PLAN (CP) REPORT OF ACTIONS TAKEN
5 August – 31 December 2020.
These records were ratified at the meeting of 05/05/2021 and accepted as Minutes.
666.
05/08/20. Uneven Footpath from Torksey Lock. Repair was omitted from works schedule. Email sent to DCllr Ellis and CCllr Butroid, requesting further investigation and rectification of this issue.

10/08/20 Financial:
a) £6,000 received from WLDC, transferred into savings account.
b) Confirmation of receipt of this was sent to Sills and Betteridge (11/09/20)
c) Audit documents posted onto the PC website.
d) Notice of Public rights to be posted 14/08/20, for 17 Aug-28 Sept 20.

24/08/20. PC Website. The current website is due to be closed by LCC at the end of the year. Cllr S Wride had previously requested to take on the running of same. Updated information received from LCC has been submitted to him for action.

24/08/20. An enquiry regarding headstones in Torksey cemetery was re-directed to Torksey Clerk.

05/09/20. Policy for the disposal of Land which had been submitted to Sills and Betteridge on 04/08/20 was chased for comment.

10/09/20. Traffic Calming scheme Fenton, Torksey Lock, Torksey). Following agreement on 20/02/20 that Cllrs Wride and Jupp would make contact with the representatives from Torksey, a reminder was issued as no progress had been made.

11/09/20. LCC Grasscutting agreement PO submitted.

11/09/20. LALC SCP salary increase for 2020 received. It was agreed that the clerk’s salary SCP12 (£11.22ph increased to £11.53ph) be adjusted in line with this increase, backdated to 01/04/20.

15/09/20. Cllr attendance at meetings ref 6 Month Rule. It was agreed by majority vote on 21/09/20 that the PC adopt a variation to section 85 of the Local Government Act 1972 be accepted, in order to protect Cllrs from the cessation of Membership for non-attendance. It was noted that that this arrangement has been agreed by other PCs and is supported by Simon Clarke MP in a letter to NALC/LALC, 12 August 2020.

16/09/20. Uneven Footpath from Torksey Lock.DCllr Ellis reported that CCllr Richard Butroid had met with Joe Phillips from Highways and the issue was moving forward.

17/09/2020. Cllrs were asked to consider the following costs:
a) Policy for the Disposal of Land document had been sent to Sills and Betteridge for a quote regarding authorisation. A cost of £250 +VAT had been received.
b) Fee to retain the solicitor's services, to deal with conveyancing the sale of 2 parcels of land at £450+VAT.
c) It was agreed by majority vote that the quote(s) be accepted (21/09/20).

18/09/20. Sale of Land. An email from an interested party had been received, enquiring about the time frame for any progress. A reply was issued confirming that The Deed of Variation has been completed and that a Policy for the disposal of Land was under review.

24/09/20. Covid Community Support. An email had been received requesting an update from the designated PC representative, Cllr S Wride. Cllr S Wride was asked to respond.

26/09/20. Insurance renewal due by 21/11/20. Quote was circulated and agreed on 29/09/20. Zurich Municipal Policy YLL-2720862153. £248.30 including tax for 21/11/20 – 20/11/20.

09/10/20. Traffic Calming joint initiative (Fenton, Torksey Lock, Torksey). Following agreement on 20/02/20 that Cllrs Wride and Jupp would make contact with the representatives from Torksey, A reminder was issued as no progress had been made.

13/10/2020. Land at Fenton, Lincoln LN1 2ER, hedging issue. Following a request from a member of the public regarding overgrown hedges, letters were sent to the relevant landowners to request assistance in this matter.
The owner responded that the hedges are the responsibility of LCC.
The tenant of the land has already cut the hedge reducing its height and width. There is one large tree growing in the hedge and adjoining the property Chestnut House. Once the leaves have fallen, we will approach a tree surgeon to get it cut back so it does not overhang the road.

15/10/20. Precept Estimate 2021-22 request for estimate received from WLDC, required by 27/11/20. A draft was circulated indicating an estimate of £5300. This was approved by Members.

20/10/20. Electoral Register (revised) request from received from WLDC.

20/10/20. IT security renewed, McAfee, £49.99 + VAT, 1 year from 20/10/2020.

22/10/20. PC Website. Updated information received from LCC and forwarded to Cllr S Wride. The current site supported by LCC is due to be closed down at the end of the year. Cllr S Wride had previously requested to take on the running and maintenance of the site.

04/11/20. Email received regarding planned use of the Hume Arms. A reply was sent directing the correspondent to Torksey PC.

13/11/20. Superfast Broadband, email received regarding the area around Kettlethorpe and Laughterton. Cllr S Wride was asked to inform residents of Torksey Lock about this initiative. A response was received from a member of the public and forwarded to the organiser.

13/11/20. Uneven Footpath report results received to show that works have been completed.

27/11/20. Grass cutting quote for 2021-22 received from All Round Gardens, circulated.
It was agreed to accept the quote as follows:
a) To Cut the grass on Kettlethorpe road around bus shelter & chestnut corner as well as looking after the flower beds once a fortnight. £27.00 per cut
Total for the year £378.00
b) To cut the verges seven times as discussed £75 per cut. Total for the year £750.00
c) To cut hedge on chestnut corner once a year £120.00
d) Cleaning out the two bus shelters £15.00 per inspection Max total for year £90.00
e) To cut the parish owned land between Addison Place & Fenton Fields 6 times a year £60.00 per cut. Total for the year £360.00

11/12/20. Traffic Calming Joint scheme (Fenton and Torksey Lock and Torksey). The Clerk to Torksey confirmed that the scheme had been postponed indefinitely due to covid restrictions. It was noted that that the two Cllrs from Fenton and Torksey Lock Parish Council had not been in contact with Torksey regarding collaboration.

22/12/20. Policy for the Disposal of Land document has been considered and approved by Sills and Betteridge.

29/12/20. PC Website. The current site supported by LCC is due to be closed down at the end of the year. Cllr S Wride had previously requested to take on the running and maintenance of the site. No response had been received from Cllr S Wride to any of the previous requests for his input. It was agreed by the chair and Clerk that the Clerk would continue to maintain the PC website facility and an alternative system is under investigation.
