Dear Councillor 
You are hereby summoned to attend the Meeting of the Parish Council, which will be held on Thursday 16 January 2020 at 7pm at The Games Room, The White Swan, Torksey Lock. The business to be dealt with at the meeting is listed on the attached agenda.   
The meeting is open to the public and during the meeting there will be a 15-minute public forum when members of the public may ask questions or make short statements to the Council in relation to the business on the agenda. 

AGENDA
1. Chairman’s opening remarks.
2. To receive apologies and reasons for absence.
3. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
4. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
5. Notes of the Parish Council meetings held on:  19 December 2019 to be approved and signed as minutes.
6. Chairman’s Report for information only.
7. Clerk’s Report for information only.
8. Councillor’s Reports for information only.
9. To receive reports from representatives of outside bodies, taking any required action
10. Correspondence: To note correspondence received 20 December 2019 – 16 January 2020

11. To receive any updates regarding the defibrillator.

12. To receive any updates regarding the Lincolnshire Community Speedwatch Scheme.

13. To receive any updates on the recently completed speed survey in Fenton and other related matters.

14. To consider a Draft Traffic Regulation Order for a reduction in the 50mph speed limit in Torksey Lock.

15. To receive any updates on the condition of the Torksey Lock Notice board and to consider any action required.

16. Financial Matters
i. To approve the Statement of accounts and bank reconciliations to date.
ii. To note accounts payed from 19 December 2019 – 16 January 2020
iii. To approve accounts for payment at 16 January 2020.
iv. To receive any updates on Online Banking access applications.
v. To consider any changes to the precept estimate prior to final submission, by 29 January 2020.

17. Planning Matters

18. Parish Council Communication.
To receive any updates regarding:
a) Greater communication with parishioners and
b) Greater involvement with District & County Councillors. 

19. To receive any suggestions for the Annual Parish Meeting, following agreement to formulate a plan for greater community engagement (minute 595 b)), suggestions are invited for consideration. The APM is scheduled for 19 March 2020.

20. Training
i. to consider Cllr/Staff attendance at any training events
ii. to receive any reports or feedback from recent training undertaken (see attached report)
21. To consider adopting a Vacancy Policy, tabled for consideration by the Council at the last meeting, to receive any comments for discussion and to adopt the agreed policy.
22. Any urgent items for discussion
Matters can be raised and may become future agenda items.  Items will only be taken if notified to the Chairman 24 hours prior to the meeting.
23. To receive any updates relating to S106 Land Transfer.
24. To consider items for inclusion on the web site and/or Facebook Page.
