Dear Councillor 
You are hereby summoned to attend the Meeting of the Parish Council, which will be held on Thursday 20 February 2020 at 7pm at The Games Room, The White Swan, Torksey Lock. The business to be dealt with at the meeting is listed on the attached agenda.   
The meeting is open to the public and during the meeting there will be a 15-minute public forum when members of the public may ask questions or make short statements to the Council in relation to the business on the agenda. 
AGENDA
1. Chairman’s opening remarks.
2. To receive apologies and reasons for absence.
3. To receive Declarations of Interest on any item on the Agenda.
Members may make any declarations of interest at this point but may also make them at any point during the meeting.
4. To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
5. Notes of the Parish Council meetings held on:  16 January 2020 to be approved and signed as minutes.
6. Chairman’s Report for information only.
7. Clerk’s Report for information only.
8. Councillor’s Reports for information only.
9. To receive reports from representatives of outside bodies, taking any required action
10. Correspondence: To note correspondence received 17 January – 20 February 2020
11. To receive any updates regarding the defibrillator.
12. To receive any updates regarding the Lincolnshire Community Speedwatch Scheme.
13. To receive any updates regarding signage and future speed surveys in Torksey Lock
14. To receive any updates regarding hazard inspection and joint action with Torksey PC on speed limit reduction in our parishes.
15. To receive any updates on the agreed repair works to the notice boards.
16. Financial Matters
i. To approve the Statement of accounts and bank reconciliations to date.
ii. To note accounts payed from 17 January – 20 February 2020
iii. To approve accounts for payment at 20 February 2020.
iv. To receive any updates on Online Banking access applications.
17. Planning Matters
18. Parish Council Communication.
To receive any updates regarding:
a) Greater communication with parishioners and
b) Greater involvement with District & County Councillors. 
19. To receive any updates regarding arrangements for the Annual Parish Meeting, scheduled 19 March. 
20. Financial Regulations
In accordance with Clause 18, Revision of Financial Regulations, it is proposed a to add the following clause, as Clause 19, to the above regulations:-
19. ITEMS ORDERED AND/OR PURCHASED BY COUNCILLORS
19.1 Any item ordered and or purchased independently by Councillors without prior approval of the parish council will not be automatically refunded. 
A Councillor making such an unauthorised purchase will be personally responsible for the cost incurred.
21. Co-Option Procedure
To adopt Draft 2 of the Co-option procedure as circulated to members by email on 20 January 2020.
22. To review and approve the following Parish Council Policies:-
Audio Recording at meetings, Communications Policy, Complaints Policy, Data Protection, Financial Regulations - as amended above, Model Publication Scheme, Social Media Policy, Standing Orders, WLDC code of conduct 
23. Training
i. To discuss LCC email dated 28 January 2020 regarding website training sessions for upcoming changes.
ii. to consider Cllr/Staff attendance at any training events
iii. to receive any reports or feedback from recent training undertaken (see attached report)
24. Any urgent items for discussion
Matters can be raised and may become future agenda items.  Items will only be taken if notified to the Chairman 24 hours prior to the meeting.
25. To receive any updates relating to S106 Land Transfer.
26. To consider items for inclusion on the web site and/or Facebook Page.
27. Date of next meeting
Thursday 19 March 2020 – 7 pm at The Games Room, The White Swan, Torksey Lock.  This will be the Annual Parish Meeting to be followed by the ordinary PC meeting.
