Minutes of the Ordinary Meeting of Fenton & Torksey Lock Parish Council, held on June 22nd 2026 at The White Swan, Torksey Lock

District Councillor: Cllr. R Pilgrim County Councillor: Cllr Wilmhurst
Public Forum: One member of the public present
District & County Cllrs. Updated the Council on proposals under Devolution. All district cllrs. would become redundant and the number of Councillors serving the community would be reduced by 55%.
Unemployment in WLDC is very high and WLDC are looking to fund a ‘Wheels to Work’ scheme to help people in their search for employment.
Meetings are taking place at WLDC with regard to creating a ‘Quiet Lane’ in Saxilby.
There was discussion around extending the 40mph speed limit to beyond the Scout Camp in Torksey Lock. Cllr. Wilmhurst took this away as a concern.

61. CHAIRMAN’S WELCOME – Cllr Davies welcomed all to the meeting
62. APOLOGIES FOR ABSENCE – Cllr Jupp – It was RESOLVED to accept his reason for absence.
63. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – None in relation to matters on the agenda
64. MINUTES – It was RESOLVED to accept the minutes of the May Annual meeting as a true and accurate record.
65. CLERK UPDATES
i. Clerk still going through old files and disposing as necessary. The aim is to get any relevant information into a more workable and easier to access format.
ii. The Clerk reminded Councillors that their declaration of members interests are legal documents and should be reviewed and updated if there is a change in circumstances. Any false or missing declarations can lead to prosecution.
iii. Speed indicator devices have now been delivered. Cllr. Nemeth confirmed that she has spoken to residents on Newark Road and they are happy for the Council to go ahead with the installation of the devices as previously suggested. It was RESOLVED to contact LCC to get the posts installed.
iv. The Clerk has visited the allotments in Torksey Lock and, in view of the adverse state of the allotments, she advised the Council to put any further discussions on hold pending completion of more pressing matters. It was RESOLVED to defer further discussion until other matters had been completed.
v. Clerk currently having email issues logging into emails on the laptop. She can view emails on her phone but cannot currently reply to them. Clerk to chase up Parishes Online to rectify.
vi. Once again minutes were late being added to the website despite them having been sent through to the webmaster prior to the publication date. The Clerk has contacted LALC to ask for more formalised lead times for webmaster actions and for log in details for the Council website administration as a backup.
vii. The Clerk informed the Council that she is currently studying for the CiLCA qualification. This will be in her own time and not Council paid for hours.
viii. Copies of the newsletter were circulated and handed out for delivery.
66. BUSINESS MATTERS FOR CONSIDERATION – To consider and review:
i. Adoption of Volunteer policy – The Clerk asked that this be deferred to the next meeting as she has had insufficient time to complete the document. It was RESOLVED to defer to July meeting.
ii. Adoption of Training and Development Policy - The Clerk asked that this be deferred to the next meeting as she has had insufficient time to complete the document. It was RESOLVED to defer to July meeting.
iii. Maintenance of green areas – Complaints have been received with regard to some of the green spaces within the Parish. The Clerk has visited the sites and spoken to local residents. There is no evidence in the files that the Parish Council owns any of the land in question as it appears that the hand over was no completed. Clerk to investigate further.
In the meanwhile it was RESOLVED to clear the small piece of land between Addison Place and Fenton Fields and to speak to residents further. It was further RESOLVED to investigate the upkeep of the piece of land near the entrance to Fenton Fields.
Chestnut Corner is looking unkempt and needs attention. Shrubs and trees now overgrown and some trees are in the wrong place. Clerk to get quotes and speak to tree specialists re suggested works.
Clerk to contact LCC for maps for cutting schedule for Torksey Lock.
iv. Additional Webmaster time – It was RESOLVED to pay for a further 10 hours of webmaster time @ £150 plus VAT.
v. Clerk CiLCA fees – It was RESOLVED to pay for the CiLCA training for the Clerk - £540 including VAT – already in training budget.
vi. Formation of Finance Committee – It was RESOLVED that all Councillors would form the Finance Committee. Budget meeting date to be set at next meeting.
vii. Formation of Staffing Committee – It was RESOLVED that Cllrs. Canning-Hall, T Davies and Nemeth for the Staffing Committee
viii. Memorial wreath – It was RESOLVED to look at having a bespoke wreath made to fit into the recess in the war memorial. This would help prevent damage from ground maintenance. A limit of £50 was set. Cllr. Wilmhurst informed the Council that there were potentially some small grants available for things such as this.
Memorial service to be added to next meeting agenda.

Application for extension to Polish Camp – comments to be made re speed past the camp and communication when events are being held.
