MINUTES OF THE PARISH COUNCIL MEETING OF
FENTON & TORKSEY LOCK PARISH COUNCIL
Held on 25 October 2018, 7pm at The Games Room, The White Swan, Torksey Lock.

No members of the public were present.

TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies had been received from Cllr G Newton (Chair), reason accepted. DCllr Kinch took the Chair for the duration of the meeting.

TO RESOLVE TO SUSPEND THE MEETING TO ALLOW NO MORE THAN 15 MINUTES OF PUBLIC FORUM

PREVIOUS MEETING NOTES
It was proposed by Cllr A Woods, seconded by Cllr G Woods and it was RESOLVED that the notes from the meeting held on 20 September 2018 be approved as a true record and signed as minutes.

TO CONSIDER THE FUTURE OF THE PARISH COUNCIL
This is still regarded as being precarious. DCllr S. Kinch suggested that it might be necessary to consider a merger with a neighbouring PC in due course.

 CHAIRMAN’S REPORT FOR INFORMATION ONLY
G. Newton has submitted a written report, which confirmed that Archive documents had been delivered to the Lincolnshire Archive on 23/10/2018. Further report items related to agenda items 11, 17 and 18.

CLERK’S REPORT FOR INFORMATION ONLY
1. Notification of Cessation of Qualification to act as Parish Councillor has been sent to Cllr Mr Rikki Doolan and copied to WLDC (01/10/2018). No acknowledgement has been received from Mr Doolan. The required Vacancy Notice has been posted on the PC website and on the Village Notice boards (05/10/2018).
2. Remembrance Sunday – the PC traditionally supports the British Legion Poppy Appeal and donates £50, which was agreed in the PC budget for 2018-19.
It was proposed by Cllr S Kinch, seconded by Cllr A Woods and it was RESOLVED that a donation of £50 be made to the RBL and a Wreath ordered, to be placed on the War Memorial at Fenton by G. Newton.
3. WLDC – Register of Electors, 1 December 2018. A confirmation has been submitted requesting that an electronic register be supplied to the Clerk and password protected.

COUNCILLORS’ REPORT FOR INFORMATION ONLY
Cllr A Woods reported that the bus-shelters near Torksey Lock may be in need of some cleaning and maintenance. It was agreed that a member of the PC could inspect the shelters and report any recommendations to a future meeting.
(post meeting note by clerk – The PC maintains the bus-shelter near the Tea Room on the east side of the A156, Cllr G. Newton had requested a quote for works. The other bus-shelter opposite is maintained by Torksey PC).

TO RECEIVE REPORTS FROM OUTSIDE BODIES
Crime reports received from Gainsborough Rural South for the periods 
from 01-09-18 to 30-09-18 
1 No. incidents of crime reported in the parish.

A list of correspondence received for the period from 21 September – 25 October 2018 was noted and is attached.

TO RECEIVE ANY UPDATES REGARDING THE TELEPHONE KIOSK AND DEFIBRILLATOR.
Cllr G. Newton had reported:
The refurbishment work commenced on 10th October 2018 – prepare and prime.
Glazing, leather hinges and new light fitting carried out on 18 & 19 October. 
First finishing coats applied 21/10/18. Second finishing coats and final clean-down outstanding.

TO CONSIDER ADOPTING A CO-OPTION PROCEDURE
It was agreed to discuss this at a future meeting.

FINANCIAL MATTERS 
i. To approve the Statement of accounts and bank reconciliations for September as at 5 October 2018
 
The RFO reported balances for September 2018, 
a) deposit account balance as £7047.79
b) current account balance as £7,104.70

It was proposed by Cllr S. Kinch, seconded by Cllr A Woods and it was unanimously RESOLVED to approve the statement of accounts and bank reconciliation for September.
 
ii. To approve accounts for 25 October 2018
It was proposed by Cllr S. Kinch, seconded by Cllr A Woods and it was unanimously RESOLVED to accept the following accounts for payment:
 
215703 – R Marsh, inv 13k. Grass cutting for September                £50.00
215704 - R Keillar. Clerk’s salary for October £204.20
215705 – R Keillar. Clerk’s expenses for July     £17.70
(travel to mtg and LALC event 27/9/18)
215706 – Nocton Parish Council    £3.33
(third share of LALC costs for event 27/9/18)
215707 – Royal British Legion                       £50.00
(this cheque will be made payable to the clerk, who will pay using personal debit card – receipt to be presented)
 
iii. To consider any suggested budget in preparation for the Precept estimate documents for 2019-2020 and to consider a formal estimate for submission. The estimate must be submitted by Friday 30 November 2018.
It was proposed by Cllr S. Kinch, seconded by Cllr A Woods and it was RESOLVED that the estimate figures circulated by Cllr G. Newton be approved for submission to WLDC.

INSURANCE
To consider any quotes received for the Parish Council Insurance, which is due for renewal on 21 November. The premium is currently £348.69.
Three quotes had been received:
1) HBIB Current insurer. £348.69. 
2) Came and company . £294.74 for 1 year
             £280.00 p.a. for 3 year agreement.
3) Community Lincs Insurance Services. £246.59.
             £234.26 p.a. for 3 year agreement
             £221.93 p.a. for 5 year agreement
It was proposed by Cllr S. Kinch, seconded by Cllr G Woods and it was RESOLVED that insurer 3) be selected, on a 1 year agreement.

TO RECEIVE ANY UPDATES ON THE S106 AGREEMENT FOR THE PLAY AREA AND TO CONSIDER ANY QUOTATIONS FOR SERVICES RELATING TO S106 LAND TRANSFER
a) The following correspondence was noted:
9/10/18 – Email from A Gray on proposal for PC to take ownership of the S106 land together with the £6k maintenance fund and then resell it. The accrued funds to be then used to acquire another open space.
10/10/18 – Email to landowner’s solicitor requesting transfer of S106 land plus the £6K maintenance fund to the parish council.
11/10/18 – Email to A Gray confirming parish council’s agreement to the proposal.
12/10/18 – Email from landowner’s solicitor awaiting confirmation from landowner regarding preparation of transfer deed.
12/10/18 – Email to Mundys Estate Agents requesting land valuation. 
12/10/18 – Email to JH Walter Estate Agents requesting land valuation.
12/10/18 – Email to Sills & Betteridge solicitors requesting quotation for conveyancing.
15/10/18 – Email from A Gray attaching draft Deed of Variation
15/10/18 – Email to A Gray with comments on Deed of Variation
15/10/18 – Email from A Gray attaching draft Deed of Variation amended as per comments.
17/10/18 - Email from landowner’s solicitor, instructions received from landowner to prepare the   Transfer Deed. They also request the name of solicitor that will act on behalf of PC.
b) Deed of Variation and Associated costs.
It was proposed by Cllr S. Kinch, seconded by Cllr A Woods and it was RESOLVED that the draft Deed of Variation be accepted and is ratified and that the following costs associated with the land valuation and conveyancing be accepted:
i. Land Valuation, Mundys, Steven Spivey by email dated 12/10/18 - £250 +VAT
ii. Legal Representation opposite landowner, Sills & Betteridge quotation by email dated 19/10/18 - £400 + VAT + £50 disbursements.
iii. Land Conveyancing to prospective buyers, Sills & Betteridge quotation by email dated 19/10/18 - £400 + VAT + £10 disbursement per parcel of land
 
iv. Additional information
It was noted that two prospective purchasers have been identified for the two parcels of land and that further correspondence can be entered into once the official valuations have been received.

TO CONSIDER ITEMS FOR INCLUSION ON THE WEB SITE 
 Updated Highways reporting system, WLDC street-light reporting system.
Cllr S. Kinch suggested that links to some PC website items could be posted on the PC facebook page, with the administrator’s approval.

DATE OF NEXT MEETING DATE 
The next meeting of Fenton and Torksey Lock Parish Council will take place on Thursday 18 October – 7pm at The Games Room, The White Swan, Torksey Lock.
