MINUTES OF THE FENTON & TORKSEY LOCK ANNUAL PARISH MEETING
Held on 17 March 2022, 7pm at Kettlethorpe village hall.
Parish Councillor Geoff. Newton chaired the meeting supported by DCllr Jane Ellis and Cllr Ian B Smith.
Ms. Ruth Keillar, the Clerk and Responsible Financial Officer to the Parish Council was unable to attend but had forwarded her report for inclusion in the meeting.
The Chairman will act as Clerk in taking the minutes.
No members of the public were present.
The Chairman, Cllr Newton welcomed all present
The Chairman stated that this is not a parish council meeting however, being the Parish Council Chairman, he is responsible for the management of these proceedings.
1. TO READ APPROVE AND SIGN THE NOTES OF THE PREVIOUS MEETING.
The Notes of the previous Annual Parish Meeting of 5 May 2021 were signed by
Cllr Newton as a true record of those proceedings.
2. CHAIRMAN’S REPORT ON PARISH ACTIVITIES FOR 2019/20 AND 2020/21.
The Chairman reported that the current membership stood at 5 of 7 parish councillors.
Since the last APM, Cllrs. Martika Mitchell and Steve Wride have resigned and 2 new members Cllr. Ian B. Smith and Cllr. Deborah Canning-Jones were co-opted onto the PC.
Land between Fenton Fields and Addison Place (formerly the subject of an S106 agreement)
The land has been sold in 2 parcels to the adjacent home owners. This marked the completion of this long running saga. Funds accrued are to be used to the benefit of the local community in accordance with the Deed of Variation.
Regular crime reports are received from the local police and incidents in the parish are being monitored.
Defibrillator.
Cllr G. Newton is the nominated Guardian for the equipment and weekly inspections are carried out and recorded. Since joining the WLDC defibrillator maintenance scheme, a spent battery and out-of-date pads have been replaced.
Frequency of cutting verge grass areas has been maintained for the 2021/22 season.
Parish assets are being maintained. The Torksey Lock notice board is being refurbished.
Community Speed Watch. A team of volunteers has been recruited and trained and now operates in Fenton. More volunteers would help to share the load.
Speed Limit Reduction. Torksey Lock is to have its 50mph speed limit reduced to 40mph. It is hoped to run CSW in this area once the new limit is established however some more volunteers from Torksey Lock would help us to do this.
The incorrect pedestrian crossing signs on the approaches to the entrance at Little London Park have been replaced by the correct signage.
Speed surveys in Fenton & Torksey Lock have been requested.
The parish council has produced a newsletter and this was delivered to every household in the parish during January. The PC hopes to produce 4 issues during 2022.
In support of the Queens Green Canopy, a commemorative tree was planted at Chestnut Corner on 27 February 2022, District Councillor Jane Ellis did the honours.
3. TO RECEIVE A REPORT OF PARISH COUNCIL FINANCES FROM THE RESPONSIBLE FINANCIAL OFFICER TO THE COUNCIL, MS. RUTH KEILLAR.
The Deposit Account.
At 12 March 2022 = £15,464.84
Payments into this account:
£2,381.50, monies accruing from the Fenton Fields land sales and associated costs including VAT.
Interest accrued is added monthly.
A reserve of £2000 is kept for Election costs. The remainder was previously earmarked for the S106 agreement costs for the Play Area, however the Parish Council can re-allocate funds to other projects by resolution.
The Current Account.
Amount carried forward from the previous year was £3,311.90.
Precept for the current year, 2021-22, = £5,300, a decrease from the previous year which was £5,800.
The total income on 1 April 2021 = £8,611.90
Income:
a. LCC Grass-cutting contribution of £174.39
b. Land Sale, incl VAT £2,381.50 (transferred into Savings account)
c. £654.10, VAT re-claim covering the period 17/01/2019 – 29/07/2021.
Expenditure:
All payments are noted in each month’s Minutes.
This includes:
a. Purchase of a scanner/printer at a shared cost, therefore £18.75 to the PC.
b. PC Newsletter, at £44 per quarter.
c. Parish Churchyard upkeep at a cost of £560, budgeted £667, (£520 2020-21)
The Precept required to cover anticipated costs for April 2022 to March 2023 is £5,300.
The budget for 2022-23 was agreed at £8,052. The Parish Council anticipated that £2,752 of savings would accrue in the 2021-22 accounts and that all of this saving would be put towards the required budget and reduce the precept request thus keeping the Fenton element of the increase to ratepayers as low as possible. (0.0%)
Accounts for the Parish Council to be audited by T Holleran Accountancy.
A full Statement of audited Accounts for this financial year, April 2021 – March 2022, will be presented to the full Parish Council Meeting when completed.
The external auditors for 2021-22 year end are PKF Littlejohn; the Parish Council will be exempt from submitting the accounts, however the Audit documents will be completed and displayed as required.
4. TO CONSIDER ANY POINTS WHICH ANY PARISHIONER MAY WISH TO RAISE.
